The City of Blair is seeking a knowledgeable and motivated Water Treatment Plant Supervisor to lead operations at our surface water treatment facility drawing from the Missouri River east of town. Blair operates a modern plant with a current capacity of 27 million gallons per day, serving approximately 8,000 residents as well as a growing bio-campus. Managing a surface water system of this scale provides a dynamic and technically engaging environment, including raw water quality monitoring, seasonal variability management, and advanced treatment processes. This is an exciting opportunity to lead a critical public utility and help guide the future growth and development of the City's water infrastructure. Position Overview The Water Treatment Plant Supervisor is responsible for overseeing the day-to-day operations of the City's Missouri River surface water treatment facility to ensure the continuous, compliant, and efficient production of safe drinking water. This position leads a 24/7/365 operation and provides direction in plant operations, regulatory compliance, staffing, budgeting, maintenance, security, and long-term planning. The Supervisor plays a key role in monitoring and responding to fluctuations in incoming surface water quality and coordinating operational adjustments to maintain treatment performance and regulatory compliance.

Requirements

  • High School Diploma or GED required
  • Minimum seven (7) years of progressively responsible water treatment operations experience
  • Minimum five (5) years of supervisory experience
  • State of Nebraska Grade 2 Water Operator License required, or ability to obtain within one year of hire (or as otherwise negotiated based on class availability
  • All City of Blair employees must live within 30 miles as a straight line from City Hall: 218 South 16th St, Blair, NE 68008.

Nice To Haves

  • Bachelor's degree in Environmental Science, Engineering, Water Resources, Public Administration, or related field preferred
  • Equivalent combination of education and progressively responsible experience may be considered

Responsibilities

  • Direct and manage all plant operations to ensure continuous production of safe, high-quality drinking water
  • Maintain full compliance with all state and federal water quality regulations
  • Monitor raw surface water conditions and adjust treatment processes accordingly
  • Supervise, schedule, and develop plant personnel in a 24/7 operational environment
  • Assist with operating and capital budget development
  • Oversee preventative and corrective maintenance of plant equipment and infrastructure
  • Maintain responsibility for facility safety, physical and cyber security, including SCADA systems
  • Collaborate with City leadership on system expansion, capital improvements, and long-term sustainability
