About The Position

The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), invites its eligible agency employees to apply for the position of Water Systems Operator at Connecticut Valley Hospital (CVH). This Water Systems Operator will be responsible for performing critical procedures and job duties related to the operation and maintenance of the Water Treatment Plant and supporting equipment specific to the site.

Requirements

  • Knowledge of water treatment, water transmission, distribution and engineering principles
  • Knowledge of repair and maintenance procedures on pumps, tanks, motors and other equipment used in water treatment, transmission and distribution
  • Knowledge of and ability to implement safety requirements including but not limited to confined space and lockout/tagout protocols

  • Possession of a Class III Water Treatment Plant Operator license or a Water Treatment Plant Operator-in-Training Class III certificate as required by the Connecticut Department of Public Health
  • Incumbents in this class are required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including possession of the State of Connecticut Class III Water Treatment Plant Operator license in accordance with the regulations of the Department of Public Health
  • Incumbents in this class who possess the Water Treatment Plant Operator-in-Training Class III certificate in accordance with the regulations of the Connecticut Department of Public Health, must obtain full operator status and maintain the Class III Water Treatment Plant Operator license no later than one (1) year from the date of appointment to the Water Systems Operator class
  • New employees hired with the Operator-in-Training Class III certificate must successfully complete one (1) year of training and have satisfactory work performance, as determined by the Water Systems Superintendent, in order to attain permanent status as a Class III Operator
  • Incumbents in this class must obtain and maintain a Class I Water Distribution System Operator license in accordance with the regulations of the Department of Public Health within two (2) years of appointment
  • Incumbents in this class may be required to possess and retain specific education and/or experience to meet various certification requirements
  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties

Responsibilities

  • Assists in the execution of the facility's Cross Connection Control and Inspection program, backflow device testing and flushing of distribution system
  • Maintains an understanding of current trends and advancements in water treatment technology
  • Provides "Call before U Dig" services related to Connecticut Valley Hospital (CVH) water utility infrastructure, including onsite utility mark out services
  • Acts in accordance with safety requirements when working in confined spaces, implementing lockout/tagout protocols, and utilizing personnel protective equipment (PPE)
  • Assists other maintenance trades on the CVH campus as needed
  • Operates, monitors, and maintains water treatment equipment, including, but not limited to, filter beds, metering pumps, chlorinators, additional pumps, including raw water, service water and backwash, and ash and backwash wastewater lagoons
  • Performs daily chemical analyses of water and determines appropriate chemical feed rates based on chemical analysis results
  • Adjusts water flow rates to maintain adequate balance between influent and effluent and proper amounts of chemicals
  • Prepares and collects water sample from various locations within the distribution system to meet State of Connecticut and federal requirements
  • Monitors and responds to facilities after hour emergency call system as required
  • Maintains records and prepares reports on tests and general plant operations
  • Operates, monitors and maintains distribution equipment, including but not limited to, transmission mains and valves, strainers and filters used in distribution of water
  • Performs maintenance and repair work on all equipment including valves, motors, pipes, fire hydrants and other machinery
  • Identifies, responds to, locates and performs repairs on main breaks or other systems leaks
  • Replaces or installs upgrades to outdated or non-functioning distribution equipment
  • Flushes distribution system as needed to maintain water quality
  • Performs maintenance of Treatment Plant (interior and exterior), dam maintenance, tree trimming, land clearing, trail and road maintenance
  • Performs patrol and security activities, including public notifications and signage maintenance
  • Maintains fire road access and trash and litter pickup
  • Performs basic repair and maintenance of landscaping and watershed tools and equipment
  • Performs seasonal landscaping activities including, but not limited to, lawn moving, snow removal, and leaf clean-up
