The Arizona Department of Water Resources (ADWR) is seeking a Water Resources Specialist 3 to join the AMA Water Section. This position is responsible for the coordination of Annual Reporting functions within the Active Management Areas (AMA) Section and with other sections within the division; entering, reviewing, and verifying data from the Annual Water Withdrawal and Use Reports; and developing an accurate understanding of applicable laws, rules, statutes, policies, and procedures in use by the Department. The position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. A minimum of two days on-site at the ADWR office per week is required.

  • Conducts data entry, verification, and analysis of Annual Water Withdrawal & Use Reports, ensuring accuracy and consistency in reported water use data.
  • Compiles numeric and non-numeric data from the AMA Conservation Programs.
  • Leads scanning and uploading reports online, manifesting, processing payments, and any internal database and form updates.
  • Coordinates Annual Report generation and mailing and annual report intake and processing.
  • Prepares notices for mailing, such as reminders, failure to files, and citations.
  • Sorts mail during peak season and maintains the online annual reporting tool.
  • Coordinates annual reporting processes with various sections to ensure accurate and efficient processing of annual reporting data.
  • Creates and maintains Annual Report Program guidance documents and resources.
  • Performs data management tasks and responds to agency inquiries related to public records requests.
  • Leads compliance monitoring efforts related to the Annual Reporting Program.
  • Reviews the Annual Reporting Program's core functions and operating procedures, identifying areas for improvement.
  • Provides technical assistance to the regulated community regarding Annual Reporting Program requirements.
  • Seven (7) years of professional level water resource management experience OR Bachelor's degree and five (5) years OR Master's degree and three (3) years OR PhD and one (1) year.
  • Knowledge of water supplies and their respective regulatory frameworks in Arizona.
  • Knowledge of the Groundwater Code, especially pertaining to groundwater rights and permits.
  • Knowledge of Active Management Areas (AMAs) and annual reporting requirements.
  • Skill in data entry, quality assurance, and quality control.
  • Skill in using Excel, Access, ArcGIS Pro, PowerBI, Oracle databases, and other software.
  • Preference for water resources experience.
