About The Position
The City of Livermore is currently seeking a Water Resources Operations Manager to oversee the Operations Section within the Water Resources Division. This position operates under the general direction of the Water Resources Division Manager and is responsible for planning, organizing, directing, and managing the daily operations of the section. The Water Resources Operations Manager will coordinate activities with other sections, divisions, departments, external customers, and contractors, ensuring that all operations align with the city's goals and regulatory requirements. In the absence of the Division Manager, this role may also assume their responsibilities, providing a seamless transition in leadership and operational oversight. The Water Resources Operations Manager plays a critical role in managing both the staff and workload of the section, as well as handling various administrative functions. This includes establishing performance standards, developing and implementing new programs and policies, and participating in city-wide committees. The manager will also interface with engineering teams on capital improvement projects, administer contracts, and ensure compliance with city regulations. Additionally, the role involves conducting assessments, investigating operational complaints, and implementing corrective actions as necessary. In terms of supervisory responsibilities, the Water Resources Operations Manager will provide direct supervision to the Water Resources Supervising Operators and indirect supervision to all personnel assigned to the Operations Section. This includes recommending hires, conducting performance evaluations, and ensuring that staff receive the necessary training and support to excel in their roles. The manager will also be responsible for planning and coordinating the operations functions of the Water Reclamation Plant, ensuring compliance with state and federal regulations, and addressing any emerging operational issues effectively.
