About The Position

ILLUSTRATIVE DUTIES Administrative and Strategic Leadership • Identifies, manages and resolves high-level technical and complex water resource issues (water quantity and quality; surface and ground water; conservation and reuse) which may impact Polk County. • Seeks out and implements innovative technology and solutions to address water resource challenges. This includes, but is not limited to, the development of plans and projects; rules and regulations by city, county, regional; state and federal governmental agencies; hydrologic conditions; and water resource development and permitting activities inside or outside Polk County. • Supervises a team of highly skilled and technical staff. The water resources team includes a water quality sampling team, water quality lab manager, a chemist, and water resource specialists. The position works closely with the other Parks and Natural Resources staff providing team leadership and resolving complex high-level technical complexity on waterrelated issues. • Blends supervision and team leadership to work across programs and disciplines to achieve success. • Provides significant leadership in the development and implementation of a county-wide stormwater management plan, a comprehensive vulnerability plan, and a water resources plan. • Supervises and coordinates with staff from other divisions to make sure that Polk County remains in compliance with regulatory requirements such as the National Pollutant Discharge and Elimination System (NPDES) permit, MS4 and Basin Management Action Plans (BMAPS). • Coordinates with internal division staff, and other divisions at the county, city utilities, the Water Management Districts, Florida Department of Environmental Protection, Florida Fish and Wildlife Conservation Commission on water quality and quantity efforts. Operations and Facilities Management • Acts as staff coordinator for the Polk County Stormwater Technical Advisory Committee (STAC), and division liaison to the Polk Regional Water Cooperative. • Provides technical review, comments and recommendations of proposed plans, legislation, policies, rules ordinances and other proposals having a potential impact on Polk County. • Pro-actively participates in Water Management Governing Board, Basin Board and district committees, Regional Water Supply Authorities, Florida Department of Environmental Regulation, water alliances, and other agency meetings and workshops which involve water issues potentially affecting Polk County. • Assists with development and administration of county strategies and ordinances related to water resources and conservation, in conjunction with the Polk County Planning Division. • Prepares periodic reports and assists the Parks and Natural Resources Director with presentations to the Board of County Commissioners and administration on issues related to county water resources. • Coordinates with appropriate county departments and divisions as needed. Serves on professional advisory committees. • Provides backup to the Natural Resources Director at board meetings. • Prepare comprehensive reports, relative correspondence and memorandums. • Engages in public speaking activities as required. Interagency and Public Relations • Responsible for the development and management of the annual stormwater MSTU operating and CIP budgets. • Ability to identify and successfully secure grant funding for construction and acquisition of projects. Identifies and pursues funding sources including grants, legislative appropriations and cooperative funding for Polk County water resource development projects. Performs related duties as required.

Requirements

  • Knowledge of the principles and practices of hydrology, freshwater ecology and engineering related to water resource management.
  • Knowledge of technical hydrologic problems related to ground and surface waters.
  • Knowledge of hydrologic research techniques. Knowledge of, and the ability to interpret, the rules and regulations (such as, CFWI SWUCA, TMDL and NPDES) relating to water resource regulations.
  • Knowledge of Nature-based solutions to address water resource issues.
  • Knowledge of Water resource regulatory and management agencies.
  • Ability to Prepare and present, in oral and written form, water resource issues and concepts.
  • Ability to Use Internet, word processing and presentation development programs.
  • Ability to Make advanced technical analysis of hydrologic, geologic, chemical, environmental, or engineering problems.
  • Ability to Establish and maintain effective working relationships with county officials, employees, elected officials, water resource regulators, technical experts in the water resource field and the general public.
  • Ability to Develop, design, and implement complicated and technical water resource projects.
  • Ability to Plan, supervise, and evaluate the work of others (including consultants).
  • Graduate of an accredited four (4) year college or university with a degree in hydrology, geology, biology, environmental engineering or a related field and seven (7) years technical experience in the area of water resource management, including a minimum of five (5) years in the area of water resource management and a minimum of two (2) years of supervisor experience.
  • Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
  • A comparable combination of related training and experience may be substituted for the minimum qualifications, except where licensure is required.
