The Water Resources Engineer IV (WRE IV) is essential for ensuring community safety and resilience through effective flood modeling and real-time flood forecasting. This role involves using advanced software tools for hydrology and hydraulics tasks, monitoring and managing flood conditions, and communicating with the public and partner agencies. WRE IV also assists in planning and monitoring the District’s Water Supply/Transmission System, performs data-related tasks, and manages multiple projects. Collaboration with multidisciplinary teams and continuous improvement are key aspects of this position.

  • Service on TRWD Flood Team to include: Reservoir and riverine flood monitoring.
  • Execution and calibration of the District’s real-time flood forecasting software.
  • Development and presentation of reservoir flood discharge operation alternatives.
  • Development of text and/or graphic communications to keep District personnel and the public informed of flood conditions.
  • Communication with the public and partner agencies regarding flood conditions.
  • Maintenance and updates of District’s Flood Manual and Flood Tools.
  • Other flooding and drainage related H&H tasks
  • Assist in operations, planning, and monitoring of the District’s Water Supply/Transmission System
  • Data gathering, entry, and validation.
  • Data analysis, display, and sharing
  • Designs a complete project, system, component, or process
  • Prepares/directs preparation of complete project documents as required
  • Review others’ work, reports, designs, and models; and provides feedback or review comments
  • Formulates and problem solves
  • Functions as an Assistant Project Manager or Project Manager to assign tasks to and direct engineers, technicians, and administrative staff on project work
  • Prepares scopes, budgets, and schedules for assignments
  • Assists with development of proposals to procure professional services from a vendor
  • Assists with development of business cases to obtain funding for future engineering projects as part of the Capital Improvement Program (CIP) process
  • Designs and conducts experiments/studies and analyzes and interprets data
  • Effectively instructs Engineer I-III and interns on tasks related to project work
  • Provides direction to Engineering staff in the absence of the H&H Manager on an as-needed basis
  • Trains Engineers I-III, technicians, and interns in software applications such as MS Office, GIS, CAD, modeling software, and technical procedures
  • Maintains familiarity with strategic District levels of service
  • Continuous improvement monitoring and innovation efforts
  • Performs other duties as required
  • Four plus (4+) years of experience in engineering working under a Professional Engineer
  • Bachelor of Science (B.S) degree in an applicable engineering discipline from an ABET/EAC accredited program
  • Licensed as a Professional Engineer (P.E.) by the State of Texas, or ability to acquire said license within six months if already licensed in another state.
  • A minimum of eight years of successful experience in engineering as an Engineering I-III with TRWD is an acceptable alternative to the P.E. requirement for the Engineer IV position
  • Valid Texas driver’s license
  • Project Management
  • Software fluency, including but not limited to: HEC-HMS, HEC-RAS, HEC-MetVue, HEC-ResSim, HEC-DSS Vue, HEC-SSP, ESRI ArcMap/ArcGIS Pro, MS Excel, Power BI, SharePoint.
  • Master of Engineering (M.Eng.) or Master of Science (M.S.) in an applicable engineering discipline
  • Certified Floodplain Manager (CFM)
