About The Position

The Water Quality Manager is an accomplished, responsible and technical position which involves a broad range of mid-level managerial duties associated with ensuring compliance with state/federal standards and regulations for the water treatment plants and distribution systems.

Requirements

  • Applicants must have a bachelor's degree in a related field.
  • A valid Ohio Driver's license with a safe driving record and a drug screening are required.
  • Applicants must possess an Ohio EPA Water Supply or Distribution License or be able to obtain within 18 months of hire.
  • Five (5) years of relevant experience preferred.
  • Applicants should have supervisory and regulatory experience relative to the compliance of water treatment plants and distribution systems, including demonstrating advanced familiarity with a variety of EPA rules and regulations, ensuring compliance with related rules and regulations, ensuring general housekeeping, adhering to safety standards, providing on-the-job training to less experienced employees, assigning daily responsibilities as needed, motivating and managing the performance of staff, coaching, counseling, planning, organizing, coordinating and workforce monitoring, participating in the development and execution of goals, priorities, workforce plans and long-term strategic objectives, and performing other duties as assigned.
  • A candidate in this classification must exercise independent judgement, demonstrate strong interpersonal and leadership skills to promote employee growth and development, exhibit sound decision-making when faced with complex or unique situations, utilize discretion, consistently deliver general customer service in a professional fashion, and possess strong skills in verbal and written communication, organizational abilities, time management, and analytical thinking.
  • This position may require overtime, shift, weekend and holiday work, as well as flexible hours and rotating days.

Responsibilities

  • Ability to review and interpret drinking water regulations and identify critical requirements and deadlines for compliance with State and Federal codes, ordinances and regulations.
  • Applies sound analytical thinking by interpreting data related to plant and distribution system operations.
  • Serve as a liaison with the Ohio EPA and represent the utility to outside agencies and organizations.
  • Collaborate with personnel to ensure regulatory compliance within the department.
  • Coordinate and facilitate meetings and training as needed.
  • Participation and coordination in compliance pertaining to Consumer Confidence Reports, Risk Management Programs, Lead and Copper Rule Improvements, National Pollutant Discharge Elimination System (NPDES) permits, Contingency Plans, Asset Management, etc.
  • Demonstrates strong business and technical writing skills.
  • Assists with any report or presentation requested by federal, state, local agencies or the Lake County Department of Utilities.
  • Promotes cooperative behavior and team effort.
  • Ensures that employees have a clear understanding of their responsibilities.
  • Analyzes and adjusts work procedures for maximum efficiency.
  • Effectively resolves conflicts between individual needs and requirements of the Department.
  • Handles employee problems professionally.
  • Communicates effectively with technical personnel.
