The work environment is approximately 70% in office and 30% field work. Employees are required to use their personal vehicle for field work and emergency response. The City offers mileage reimbursement for use of personal vehicle when performing job duties. Quality Control is primarily focused on sanitary sewer lines and proper rule enforcement/management regarding them as well as related assets. As such, employees are occasionally exposed to sanitary sewage. The position requires the physical ability to open manhole lids, walk, climb stairs and ladders. The Wastewater Management Division within DOTI has an opening for a Water Quality Investigator I. You will be part of our team engaged in the enforcement of Denver Revised Municipal Code and DOTI Rules & Regulations as it pertains to sanitary and storm sewers. We are also responsible for a variety of different databases which maintain and manage a variety of different sewer assets throughout the City and County of Denver. As part of our team you will also be managing numerous commercial sewer accounts, which will include onsite inspections as well as calculations of sewer usage and water consumption. Specifically, as a Water Quality Investigator I, you will:

Requirements

• Education Requirement: Graduation from high school or possession of a GED, HiSET or TASC Certificate.
• Experience Requirement: Two (2) years of wastewater or water quality experience which may include working with and explaining rules and regulations pertaining to storm and sanitary sewer systems or directly related construction experience.
• Education and Experience Equivalency: Additional appropriate education may be substituted for the minimum experience requirements.
• License/Certification Requirement: This job requires driving. Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.

Nice To Haves

• Three years of underground utility experience preferably sanitary and storm sewer related.
• One year of asset management software experience preferably Lucity, Accela, or utilization of GIS mapping tools.
• Experience in Code Enforcement or Regulatory Compliance.
• Proficient in Microsoft office suite applications such as Word, Excel, Access, Outlook, Power Point, SharePoint, & Teams.

Responsibilities

• Conduct complex on-site investigations and inspections, to ensure compliance with city codes and federal, state, and/or local regulations relating to wastewater.
• Responds to city emergencies such as floods, spills, illicit discharges, or backups.
• Investigate illicit discharges to the storm and sanitary sewer systems.
• Coordinate work with other city agencies and or private utility companies to resolve problems or damage to city owned storm and sanitary utilities.
• Coordinate work with other sections within Wastewater Management to resolve problems with the storm and sanitary sewer system.
• Respond to citizen complaints and/or concerns related to sewer odors, illegal discharge in the city storm and sanitary sewer system, or other sewer related issues.
• Issue summons and complaints against violators of city, state, and/or federal codes related to wastewater.
• Gather evidence, testify, and assist in the prosecution of offenders of city, state, and/or federal codes related to wastewater.
• Manage multiple accounts and accurately calculate sewer usage for billing purposes.
• Review variances from DOTI pretreatment requirements, and work with the public to resolve identified compliance issues.
• May be required to work stand by, over time, and weekends for enforcement activity and/or emergencies based on section need.
