About The Position

This exempt position is responsible for supervising, planning, scheduling, assigning, and reviewing the work of water treatment plant operators. Responsible for operating, monitoring, controlling, testing and troubleshooting a membrane water treatment plant. Ensures the plant meets or exceeds all Federal, State, and local regulations.

Requirements

Solid lead/supervisory worker skills, direct and train operators of various education, certification and practical skill levels.
Excellent organizational skills required for efficient project management and the scheduling of manpower resources.
Ability to accurately compile, analyze and interpret data to troubleshoot, make judgments and solve problems on process and equipment.
Ability to effectively communicate verbally and in writing, organize activities in order to complete tasks in accordance with priorities, address multiple demands and meet deadlines. Ability to work independently with broad direction and limited supervision. Ability to work effectively with supervisors and co-workers and deal tactfully with the public.
Solid knowledge of Federal, State and local water regulations and permitting requirements.
Solid knowledge of equipment and procedures used in the operation of water treatment plant, wells, water storage tanks and booster stations.
Solid knowledge of chemistry, biology, and mathematical and statistical calculations necessary to conduct, analyze and interpret the results from standard laboratory tests; and calculate chemical feed rates, water usage, and production rates.
Sufficient knowledge of electricity, hydraulics and pneumatics to inspect equipment and request repair and maintenance.
Solid understanding of SCADA computer system functions. Solid computer software knowledge including, but not limited to Microsoft Word, Excel and Outlook.
Solid knowledge of safety procedures and use of personal protective equipment and ability to apply safety principles on all job tasks. Ability to anticipate unsafe circumstances; act accordingly to prevent accidents, and promptly report accidents and hazardous conditions.
Ability to read and interpret documents such as Safety Data Sheets, safety rules, operating and maintenance instructions; procedure manuals, blueprints, and technical documentation.
Ability to operate basic hand and power tools in a safe and efficient manner.
Ability to plan, organize, assign, supervise and inspect the work of subordinates, especially in the area of water treatment operations and maintenance.
Ability to implement innovative methods to provide more efficient and effective operations.
Ability to express ideas and information clearly, concisely and effectively in writing and orally.
Ability to establish and maintain an effective relationship with the public and other employees.
Colorado Class A Water Treatment certification required; must be obtained within 6 months.
Must have a Motor Vehicle Record within the Acceptable or no less than Borderline rating according to the Vehicle Policy.

Responsibilities

Management and coaching of assigned employees, workload prioritizing, performance evaluations, review and approval of timesheets, disciplinary documentations, worker’s compensation paperwork and employee safety issues.
Responsible for submitting monthly reports to regulatory agencies.
Responsible for trouble shooting equipment and process control issues and working closely with the maintenance and IT departments for equipment repairs and scheduling. Performs appropriate follow-up procedures and keeps the Water Production & Distribution Manager informed.
Oversees assigned operators and along with them may operate pumps, engines, generators and valves to control processes at membrane water treatment plant, reservoirs, storage tanks and booster stations according to standard operating procedures. Inspects equipment and makes recommendations to the Water Production & Distribution Manager regarding necessary repairs and maintenance.
Responsible for scheduling of manpower needs in the water treatment plant. Schedules operator’s daily tasks and on-call coverage.
Responsible for training and ensuring compliance of all operators in the use of safety equipment and standardized safety procedures. Anticipates possible unsafe situations and advises operators in proper and safe procedures.
Serves in a project manager capacity coordinating operators, working with other departments and contractors to ensure the efficient completion of assigned projects.
Using a SCADA computer system and through manual operation, membrane water treatment plant, and adjusts chemicals and equipment, as necessary to ensure the system is operating safely and in accordance with regulatory permits. Coordinates with the Water Production & Distribution Manager to maintain adequate water levels and efficient water production output.
Responsible for and may collect daily samples of chemical and biological concentrations, perform multiple laboratory tests, maintain accurate laboratory records, and make routine process control changes. Ensures that required daily permit related tests are completed and reviews parameters. Performs quality control on data entry and lab results.
Records data required for regulatory and operational reporting on the physical changes made to plants, wells, tanks and booster stations. Data recorded includes, but not limited to: Alarms, adjustments made, troubleshooting, equipment rotations, and instrument readings. Inputs data into database, generates trending reports and generates raw data for monthly departmental reports. Compiles information necessary to prepare additional reports as directed.
Verbally reports emergency and major malfunctions to the Water Production & Distribution Manager and initiates proper action per procedures. Performs appropriate follow-up procedures.
Works independently and with the team to ensure all Federal, State and Local regulations are met.
Calculates chemical orders based on technical expertise and standard operating procedures. Maintains adequate chemical and supply inventories.
Inspects the water plants periodically to ensure the proper operation, maintenance and repair of equipment.
Checks and reviews plants log records, gauges, meters, computer data tabulations, lab reports and other plants measuring and testing devices to see that all equipment, including laboratory equipment, is functioning and being used properly.
Participates in developing plans for treating water economically, and for new equipment installations and plants extensions.
Establishes, directs and supervises the procedures for the operation and repairs to all water treatment plant equipment.
Plans, directs and supervises the cleaning, repair, upkeep and appearance of the general physical properties of plants.
Establishes procedures and work methods for the department to economically and efficiently utilize personnel and equipment.
Reviews and analyzes methods, equipment used, and performance to find methods of increasing effectiveness and efficiency in operation and maintenance activities.
Maintains inventory control, departmental purchasing approvals and various other records and reports incidental to the operation of the water plant.
Assists by making recommendations concerning the hiring, evaluation, promotion, discipline and/or termination of employees.
Ensures the security and safety for all visitors, contractors and other personnel that enter the water treatment plant.
Develops, writes and edits Standard Operating Procedures for water treatment plant operations.
Attends technical and safety training meetings, courses, and seminars as required.
May act as the Water Production & Distribution Manager as needed and will be a resource to others to solve problems.
Submits budget and expenditure estimates and reports for operation and maintenance of the plant to the Water Production & Distribution Manager.
Generates P.O. requests, schedules work orders and equipment repairs.
Handles hazardous and non-hazardous chemicals during delivery, storage and use.
Routinely performs physical cleanup and housekeeping of work areas, equipment, and buildings using standard cleaning equipment and material, and chemical cleaning procedures.
Assists with District public relations by conducting plant tours; representing the District in the community; or responding to telephone inquiries and complaints.
