About The Position

Under general supervision, manages skilled employees involved in the daily operation and maintenance of Water Treatment Plant for the City's Water Utilities Department; monitors the performance of the facility and makes technical adjustments to assure compliance with state and federal environmental regulations and City goals and standards. Requirements

  • High School Diploma or GED Equivalent
  • 5 year's Water Treatment system maintenance experience, preferably with City of Odessa.
  • Knowledge of: State and Federal regulations governing municipal utilities, and the treatment and transmission of Water; including United States Environmental Protection Agency (US EPA), and Texas Commission on Environmental Quality (TCEQ) rules and standards.
  • TCEQ quality regulations, inspection protocols, best practices, and compliance standards.
  • Methods, practices, tools and equipment used in operation and maintenance of Water Treatment facilities.
  • Construction practices and operation and maintenance procedures for Water Treatment systems.
  • Methods, practices and standards for compliance to Water Treatment regulations, including monitoring, sampling, testing, analysis, instrumentation, equipment and operational techniques.
  • Operational characteristics and methods used to inspect, test, and repair backflow assemblies.
  • Proper use and storage of chemicals, including OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace.
  • OSHA safety rules and regulations and safety standards in utility plant environments.
  • Skill in: Interpreting and applying technical standards and procedures, state rules and regulations and City policies and procedures.
  • Monitor Water Treatment plant operations, diagnosing complex operational problems and identifying methods for remediation, and resolution of operational and technical issues.
  • Performing basic chemical-laboratory analyses, interpreting results of the lab tests, and making proper adjustments to operating systems.
  • Monitoring plant processes and adjusting valves, pumps, and process control system within scope of authority.
  • Reading and interpreting gauges and recording devices.
  • Reading technical documents and schematics.
  • Following verbal and written instructions, and operating and safety procedures.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Effective verbal and written communication.
  • A Texas State Driver's License is required.
  • Class B Surface Water Operator's license from Texas Commission on Environmental Quality (TCEQ) is required.
  • Ability to be available for 24-hour on call duty.

Responsibilities

  • Manages, monitors and evaluates Water Treatment Plant operations; reviews operational data and process control functions, and institutes process changes to resolve technical issues and assure regulatory compliance status.
  • Monitors operations to assure plant performance is stable, and operations are in compliance with state and federal environmental and safety regulations, and City goals and standards.
  • Monitors operations to assure that operating procedures are followed; identifies and diagnoses operational problems, discusses scope and attributes of problems with staff and develops process control changes, alterations, and adjustments necessary to correct problems and maintain system stability.
  • Plans, schedules, and manages the activities of staff; plans, prioritizes and assigns tasks and projects; trains and coaches staff; monitors work, develops staff skills and evaluates performance.
  • Plans staffing assignments to assure operational effectiveness; reviews the work of assigned staff to assure the work quality and timely completion of assigned duties and responsibilities.
  • Leads staff to increase the efficiency of the Water Treatment Plant; prioritizes and allocates resources.
  • Manages inventory of supplies and materials.
  • Gathers, interprets, evaluates and analyzes operational data, and prepares reports for regulatory agencies.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the divisional operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
