About The Position

Under the direction of the Water Production Superintendent, supervises Treatment Plant operators and Compliance Technicians and participates in plant operations. Supervises and/or performs Water Treatment Plant Laboratory requirements. Monitor, perform and record necessary analysis of Surface Water Treatment Plant to effectively control the water treatment process. Directly supervises the monitoring and control of the water production and distribution of water using the SCADA (System Control and Data Acquisition) system. Effectively provide adequate pressure and volume of water to City of Amarillo’s water system. Supervises, performs or contracts sampling and analysis required by Federal and State regulations and City guidelines. Maintain all records necessary to comply with Federal and State regulations.

Requirements

  • A Bachelor’s Degree in Chemistry, Biology or related field is preferred.
  • A minimum of five years of experience in water treatment.
  • Two years of supervisory experience preferred.
  • TCEQ Class B Surface Water Treatment license is required.
  • TCEQ Class A Water Operators License is preferred.

Responsibilities

  • Supervises plant operators and performs laboratory tests and procedures within Federal and State regulations and City guidelines.
  • Reports violations to TCEQ and post as required necessary public notifications, respond to customers requesting information of posted violations.
  • Supervise and develop contingency operational plans and training of operational staff for manual operation of water system to maintain water system in the event of unforeseen circumstances.
  • Examines water samples taken before, during and after treatment and make necessary treatment process adjustments to meet Federal, and State regulations and City guidelines.
  • Performs mathematical calculations and interprets results of analysis.
  • Adjusts water plant processes to ensure compliance with all Federal and State regulations and City guidelines.
  • Coordinates and supervises all water sampling, testing and analyses to ensure compliance with all Federal and State regulations and city Guidelines.
  • Prepares and verifies reports for State and Federal agency compliance.
  • Prepares and submits DMR, records of sludge disposal and permit renewal for Discharge Permit.
  • Supervise the monitoring and operation of water system SCADA control to effectively meet system demands with minimal disruptions of pressure or storage levels.
  • Supervise the access and maintenance of SCADA Historian for the production of reports.
  • Produce accurate reports of water produced, treated and pumped.
  • Assist in the production of reports for ground water districts.
  • Supervises and coordinates the safety programs for Departments 52220, 52210 and 52200.
  • Develop and keep records of operational safety program.
  • Supervises SDS compliance and safety program for multiple Departments.
  • Supervises pumping operations and guidelines to maintain adequate storage and pressure throughout the system.
  • Supervises and executes operational preventive maintenance program; coordinates with maintenance on maintenance requests and preventive maintenance.
  • Maintains adequate inventory of chemical supplies for Water Treatment Plant and plant laboratory analysis.
  • Assist in budgeting for treatment chemical inventory and provide cost analysis of quantities of chemicals used.
  • Prepares and processes purchase orders, makes recommendations that impact the budget and is accountable for the management of the budget for the water treatment area.
  • Accounts for all assigned City property, chemical and supplies, and participates in inventories as required.
  • Balances daily, monthly, quarterly and annual usage of multiple water sources and reservoirs.
  • Responsible for updating Water Plant Standard Operating Procedures (SOP).
  • Supervises and ensures RMP compliance.
  • Responsible for the update and adherence to the system’s Monitoring Plan.
  • Assists in the preparation of annual budget for Water Plant operations.
  • Supervises HAZMAT within regulatory requirements.
  • Schedules shift operators to be on duty 24/7/365, to minimize overtime and callbacks.
  • Develop, institute, update and oversee training programs for operation staff for optimal plant operations and to track progress to obtain TCEQ license.
  • Document plant operational and system pumping changes, File daily pumpage reports and call out logs.
  • Provide training and fit testing to employees in the use of SCBA’s and/or SABA’s for use in chlorine handling operations.
  • Document employee development and complete Performance Appraisals reviews.
  • Discipline employees as necessary following City of Amarillo policies.
  • Performs other job-related duties as assigned.
