The Water Marshall / Mechanical LOTO Manager is a specialist safety and commissioning role responsible for managing the controlled charge and discharge of energy across all fluid and pressure systems on site. Based in Montgomery, Alabama, this individual forms a key part of the commissioning team, working alongside all persons involved in a safe system of work and reporting directly to the Commissioning Project Superintendent. The successful candidate will bring strong mechanical systems knowledge, a rigorous approach to safety and isolation, and proven experience managing LOTO procedures in a complex, mission-critical construction or commissioning environment.

Requirements

  • Minimum 10 years' experience in a Water Marshal, Mechanical LOTO, or equivalent isolation management role on large-scale construction or commissioning projects.
  • In-depth knowledge of Lockout/Tagout (LOTO) procedures and safe systems of work for fluid and pressure systems.
  • Strong understanding of mechanical systems including hydronic networks, pneumatic and hydraulic systems, chillers, and refrigerant systems.
  • Experience reviewing and approving MOPs, JHAs, flush plans, and pressurisation procedures.
  • Solid knowledge of hydrostatic and pneumatic pressure testing processes and pipe flushing and cleanliness requirements.
  • Familiarity with environmental regulations governing water usage, discharge, and drainage on construction sites.
  • Excellent communication and coordination skills, with the ability to work effectively across contractors, commissioning teams, and client safety personnel.
  • Rigorous attention to detail with a safety-first mindset and a zero-compromise approach to isolation and compliance.
  • Ability to work in a fast-paced, mission-critical construction environment and make clear, confident decisions under pressure.

Nice To Haves

  • Bachelor's degree in Mechanical Engineering or a related discipline preferred.
  • OSHA 30 or equivalent safety certification is preferred.
  • Certified Welding Inspector (CWI) certification is preferred.

Responsibilities

  • Review and approve all Methods of Procedure (MOPs) prior to the commencement of any fluid or pressure-related activities.
  • Review and approve Job Hazard Analyses (JHAs) to ensure all risks are identified and appropriately mitigated.
  • Review flush plans, pressurisation procedures, and all other relevant documentation to verify compliance with project and safety standards.
  • Lead and enforce Lockout/Tagout (LOTO) procedures across all fluid and pressure systems on site, including domestic and process water, hydronic systems, pneumatic and hydraulic systems, and oils, refrigerants, and other pressurised media.
  • Verify physical isolation of all systems before any pressurisation or testing activities are carried out.
  • Ensure all isolation activities are performed in accordance with applicable safety standards, project specifications, and client requirements.
  • Review and manage pipe flushing and cleanliness plans, chemical cleaning activities, and hydrostatic and pneumatic pressure testing programmes.
  • Ensure all systems are safe, fully compliant, and verified as ready prior to the introduction of fluids or pressure.
  • Support the safe startup and commissioning of mechanical systems including chillers, dry coolers, CRAH/CRAC water systems, and hydronic distribution networks.
  • Ensure all water usage, discharge, and drainage activities meet applicable environmental regulations and comply with project specifications and client standards.
  • Prevent uncontrolled releases of fluids or pressure that could damage equipment or disrupt site operations.
  • Coordinate daily activities with mechanical contractors, commissioning agents, and owner and client safety teams.
  • Act as a central point of control for the managed charge and discharge of energy across all relevant systems on site.
  • Collaborate with all persons involved in a safe system of work, ensuring consistent application of isolation and safety procedures across the project team.
