The Water Distribution Backflow Supervisor is an accomplished, responsible and technical position which involves a broad range of entry-level managerial duties associated with installation, repair, maintenance, mapping and inspection of drinking water distribution. Essential Job Functions: Assists with the supervision of the water distribution system. Responsible for managing and monitoring daily operations. Instructs operators in applicable policies, procedures, emerging technologies and treatment processes to ensure compliance. Schedules and assigns work related to operational duties and building maintenance. Operates and checks equipment, instruments, pumps, valves and related apparatus and facilities. Finds and corrects operating problems. Maintains minimum operating pressures in the distribution system. Maintains working relationships with all levels of the LCDU and the public. Operates with and evaluates the proficiency of the distribution operators as they proceed with their daily activities. Communicates appropriately with superiors, peers and subordinate employees. Assists in building a strong sense of teamwork and purpose by participating in team efforts and providing mutual support. Assists in periodic meter testing and evaluation. Keeps records of all phases of distribution operations. Remains up-to-date on the latest backflow requirements, policies and rules within the Ohio Revised Code and/or the Ohio Administrative Code Develops and maintains an annual backflow testing and maintenance schedule and monthly notification. Provides guidance regarding the installation, testing, maintenance, and repair of backflow prevention devices. Conducts yearly visual inspection of all backflow devices in the distribution system, whether new or existing. Develops and maintain accurate electronic records (database) of backflow prevention device locations, testing, repairs, and other pertinent information. Provides customers with the proper documentation stating installation standards and time frame for compliance. Administers compliance actions for department. Communicates with employees, contractors, customers, developers, and general public as necessary. Uses GPS to map hydrants, valves, tanks, booster stations and other devices pertaining to the water distribution system. Maintains a clean working environment at all tanks and booster stations. Work includes removal of trash, sweeping, painting and removal of any debris on the premises. Analyzes charts and logs to determine largest drain/fill event for each tank or reservoir monthly. Reports data for drain/fill events to the Distribution System Coordinator.
