About The Position

The Water Conservation Specialist at the Department of Natural Resources and Conservation (DNRC) plays a crucial role in managing Montana's water resources. This position involves analyzing water rights claims, conducting investigations, and providing assistance to the Water Court. The Specialist will engage with water right owners and the public, ensuring compliance with state water laws and contributing to the sustainable management of water resources in Montana.

Requirements

  • Bachelor's degree in natural resource management or the natural sciences.
  • One year of experience with water-resource management.
  • Knowledge of Montana water law and relevant interstate and reserved water compacts.
  • Skill in reading, understanding, and interpreting land descriptions.
  • Ability to convey complex laws and technical information clearly to the public.
  • Expertise in records research and report writing.

  • Knowledge of water resource-related management theories, principles, concepts, and practices.
  • Knowledge of field investigation methodologies and negotiation techniques.
  • Familiarity with local water availability and measurement techniques.
  • Understanding of public land ownership records and court decrees.

Responsibilities

  • Analyze statements of claim filed in the adjudication process and water right records.
  • Perform aerial photograph and regional analyses to identify legal and factual issues.
  • Interview claimants and synthesize data to report findings to the Water Court.
  • Evaluate and prepare comments regarding potential DNRC objections as decrees are issued.
  • Conduct investigations and provide testimony in water rights cases.
  • Assist the Water Court in collecting, checking, processing, recording, and maintaining water right claims and evidence.
  • Provide assistance and information to other agencies and the public regarding state water use laws and local water use patterns.
