Duties and Responsibilities ( denotes Essential Functions) Serves as the Water Quality, Air Quality and Safe Drinking Water Compliance Specialist on a team of University of Hawai'i (UH) environmental compliance specialists that supports the U.S. Army Reserve 9th Mission Support Command's (USAR 9th MSC) compliance with applicable environmental laws in its operations in Hawai'i and the Pacific. Acts as the primary point of contact (POC) for the water quality, air quality and safe drinking water programs. Provides environmental program support to USAR 9th MSC for USAR 9th MSC to ensure its compliance with Safe Drinking Water Act (SOWA), and Clean Water Act (CWA) programs as it applies to the respective state and territories within the Area of Responsibility (AOR). Coordinates compliance efforts with representatives of USAR 9th MSC facilities and appropriate personnel. Tracks and monitors drinking water purification systems within the 9th MSC facilities and responsibilities. Ensures that funding is programmed within the proper Directorate of Public Works (DPW) departments for maintenance of applicable SOWA systems and works with appropriate DPW sections to ensure that systems are maintained on schedule. Monitors and maintains inventory of all USAR 9th MSC facility structures/equipment subject to CWA restrictions and best management practices related to the CWA, including but not limited to, oil-water separators (OWS), detention/retention ponds, wash racks, septic tanks, lift stations, grease traps, and other wastewater and storm water structures/equipment. Provides environmental program support to USAR 9th MSC for USAR 9th MSC to ensure its compliance with Clean Air Act requirements as it relates to USAR 9th MSC operations. Maintains compliance with air quality rules which may include territorial and local air quality regulations as it applies to respective facilities and operation of equipment. Provides plans, tracking mechanisms on usage and other data management tools based on the air quality requirements as needed. Manages air quality permits, which may include obtaining new permits, renewing/updating existing permits, and closure/termination of permits. Tracks and monitors all locations where Ozone Depleting Substances (ODS) and Greenhouse Gas (GHG) thresholds require reporting. Maintains spreadsheets with all locations where ODS and GHG are present, with associated regulatory requirements. Understands stakeholder relationships as it pertains to water and air quality and engages with stakeholders to ensure water and air quality requirements are met at the respective locations as needed. Conducts Environmental Compliance Officer (ECO) Training and supports the POC as it relates to conducting the ECO training associated with the programs required in this role. Supports the primary POC assigned by the customer for internal Environmental Performance Assessment System EPAS (iEPAS) and External EPAS (eEPAS) as requested and as it relates to the pertinent program as it relates to water quality, air quality, and drinking water quality. Completion of iEPAS is conducted at a minimum annually. Collaborates on initiatives to build capacity for environmental compliance on military installations in Hawai'i and the Pacific through internships, graduate assistantships, and similar programs placing students and early professionals in USAR 9th MSC training positions benefiting both the students and the USAR 9th MSC environmental compliance programs. Coordinates such opportunities with similar programs within UH for environmental compliance on military installations. Exercises and shares best practices for environmental compliance on military installations through with the UH Land and Ocean Conservation Futures Environmental Stewardship Center, in coordination with USAR 9th MSC. Reports to the Environmental Compliance Program Manager assigned to the USAR 9th MSC at the University of Hawai'i for the UH Land and Ocean Conservation Futures Environmental Stewardship Center. Participates in coordination status meetings between UH and USAR 9th MSC at least monthly. Other duties as assigned.
