This is a technical position with supervisory responsibility involved in all aspects of the operation and maintenance of the County's wastewater treatment facilities. These facilities include the Contracted and the County's various wastewater treatment facilities, which currently include: Military Point Regional Advanced Wastewater Treatment Facility, and North Bay Wastewater Treatment Plant. The Wastewater Facilities Lead Operator will be in responsible charge of the facilities when either Wastewater Facilities Chief Operator's or the Wastewater Superintendent's absence, and certain supervisory responsibilities may be delegated from the Wastewater Facilities Chief Operator. The employee works shifts at the facilities, and works under the general direction and supervision of the Wastewater Superintendent Operations Supervisor and/or Wastewater Facilities Chief Operator.

Interprets operating data and observations to continually optimize the treatment process and equipment and adjusts the process, as required, to effectively treat the wastewater in compliance with all rules, regulations, ordinances, and the facility's standard operating procedures.
Participates in developing and directing the implementation of standard operating procedures and a comprehensive preventative maintenance program for all equipment and processes.
Supervises operation and maintenance personnel as directed by the Wastewater Facilities Chief Operator and provides input to the Wastewater Facilities Chief Operator in performing employee evaluations.
Maintains accurate and comprehensive operation and maintenance records.
Assists in maintaining an appropriate inventory of parts and supplies needed to quickly maintain and repair the equipment and facilities.
Assists in collecting samples and performing routine physical and chemical analyses in support of process control.
The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
Performs other related duties as assigned.

Possess a high school diploma or the equivalent; AND
Three (3) years' professional experience working with wastewater treatment processes.
A comparable amount of training and/or experience may be substituted for the minimum qualifications except for the required certification
Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
Possession of a valid Class "C" Wastewater Operators license issued by the State of Florida, and the ability to obtain and maintain a Class "B" Florida license within one year of hire as a condition of employment.
Knowledge of advanced biological wastewater treatment practices and principles, including biological nutrient removal processes.
Knowledge of applicable rules and regulations which affect wastewater collection, wastewater treatment, and reuse water.
Knowledge of project management and organizational skills.
Proficient in MS Word, Excel, and Outlook.
Ability to have excellent oral and written communication skills.
Ability to work and maintain reliable full-time attendance.
Ability to comprehend, speak, and read the English language.
Ability to have and maintain good interpersonal and communication skills to deal with the public.
Ability to evaluate the operation of and perform appropriate preventative maintenance on pumps, motors, blowers, mixers, valves, ultraviolet disinfection system, chemical feed pumps, centrifuge dewatering equipment, backup power generators, flow meters and other equipment used in wastewater treatment.
Ability to supervise staff operators and maintenance personnel in the operation and maintenance of wastewater treatment facilities.
Ability to communicate clearly and effectively, both verbally and in writing.
Ability to use computers for data base management and word processing in order to maintain records, review analytical results and plant operation, prepare correspondence and track maintenance.
Ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.
Ability to provide guidance, assistance, and/or interpretation to others regarding the application of procedures and standards to specific situations.
Ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
Ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
Ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; may include the ability to perform mathematical operations with fractions; may include ability to compute percentages, ratio and proportion; chemical dosages; may include ability to calculate surface areas, volumes, weights, and measures.
Ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variation in assigned objectives.
Ability to exercise judgment, decisiveness, and creativity in situations involving evaluation of information against measurable or verifiable criteria.
Ability to work weekends and holidays, be on call and respond to call during non-scheduled work hours.
