About The Position

The Environment and Energy department is seeking a Waste Reduction and Recycling Manager to oversee functions of the Waste Reduction and Recycling Unit. There are currently nineteen staff working in the Waste Reduction and Recycling unit. The annual budget for the Waste Reduction and Recycling unit is approximately twelve million dollars. This position is hybrid and will be performed both on-site at the 625 Building in downtown Minneapolis and remote as job duties require. Work hours will be Monday through Friday (with some Saturdays that may be required), between the hours of 6 a.m. to 6 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. This is a full-time, benefit earning position. You must be a current regular or probationary employee of Hennepin County's Environment and Energy department to apply for this position. Limited duration employees not eligible. In this position, you will fulfill administrative managerial responsibilities including coordination of staff activities, annual reviews, periodic individual check-in meetings, staff meetings, etc. You will oversee and plan the strategic direction of the Waste Reduction and Recycling unit, ensuring that the unit fulfills its statutory requirements and provides the waste reduction, recycling, and zero waste services approved by the County Board in the Zero Waste Plan and Solid Waste Management Plan. You will make policy recommendations related to waste reduction and recycling, develop and manage the unit's budget, coordinate grant applications to secure additional financial resources, and advocate to department leadership and the assistant county administrator (ACA) for additional resources as needed. You will develop and manage partnerships with state agencies, Waste Management and Energy, and municipalities, oversee grant management and execution of approximately $4 million in state-funded SCORE grants for supporting municipal recycling and organic management programs, and provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.

Requirements

  • Bachelor's degree or higher in business administration, urban planning, engineering, public administration, public health, environmental studies, or other field appropriate to the position and five years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
  • Nine years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
