The Opportunity The Vice President, Staff Counsel Operations (VP, Staff Counsel) is responsible for the establishment, oversight, and ongoing operation of 30+ USAA Staff Counsel offices across the United States. The role sets and implements policies, procedures, and operating standards to support consistent execution across offices and ensure alignment with legal, risk, and compliance requirements. The VP, Staff Counsel develops and executes the Staff Counsel office expansion strategy, informed by analysis of case growth trends, workload demand, and market and economic data, and provides recommendations to Legal and P&C leadership. The role also oversees technology, third-party, location, and organizational design strategies and leads the management and development of Staff Counsel teams, including regular engagement with offices.

Requirements

  • Bachelor’s degree from an accredited institution
  • Juris Doctor degree from an accredited law school
  • Admission to practice law in at least one state or territory of the United States
  • Active member in good standing of the Bar in at least one state or territory
  • Minimum of 15 years of experience practicing law
  • At least 10 years of progressive legal experience developing strategies, managing major initiatives, and delivering results in a complex, matrixed environment
  • Minimum of 8 years of people leadership experience, including building, managing, and developing high-performing teams
  • Demonstrated experience collaborating with senior leaders and key stakeholders, influencing decisions, providing legal advice, and managing work in support of strategic objectives
  • Willingness and ability to travel locally and non-locally up to approximately 30 percent of the time

  • Experienced legal leader with a strong background in claims management and strategy, as well as people leadership within complex, matrixed organizations
  • Ability to provide practical legal guidance, manage operational priorities, and collaborate effectively with senior leaders and cross-functional stakeholders
  • Ability to balance legal risk management with operational needs while supporting the development and performance of geographically distributed teams

Responsibilities

  • Establish and oversee Staff Counsel offices, including implementation of policies, procedures, and operating standards.
  • Develop and execute the Staff Counsel office expansion strategy, including analysis of case growth trends, workload demand, and market and economic data.
  • Prepare and present proposals and recommendations to the Vice President of Strategy and Planning, Legal, and P&C leadership related to office footprint, capacity, and operating model.
  • Identify and manage existing and emerging risks associated with Staff Counsel operations in accordance with written risk and compliance policies and procedures.
  • Ensure risks are measured, monitored, and controlled, including maintenance of appropriate controls and documentation.
  • Develop and implement technology strategies to support Staff Counsel operations, including automated solutions where appropriate.
  • Develop and manage third-party strategy in support of Staff Counsel operations.
  • Lead location strategy and organizational design for Staff Counsel offices.
  • Set operating priorities and agendas for Staff Counsel offices.
  • Lead training, coaching, mentoring, and performance management for Staff Counsel employees.
  • Support employee engagement through regular travel to Staff Counsel offices.
  • Coordinate with Legal, Risk, Compliance, and P&C partners to ensure operational alignment and adherence to enterprise requirements.

Benefits

  • Compensation: The salary range for this position is: $257,250 - $463,050
  • Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
  • Long Term Incentive Plan: Cash payment for Executive level roles only, representing a cash payment which is both time and performance based.
