Requirements

  • Master's or graduate degree required, Law Degree a plus.
  • 7 - 10 years of experience in the related field.
  • Staff management experience required.
  • Project management experience required.
  • Experience working in or with youth-serving and mission-driven organizations preferred.
  • Highly organized and a 'systems thinker' who excels at synthesizing and organizing large amounts of complex information.
  • Exceptional written and verbal communication skills with the ability to work independently and as a team member.
  • Proficient computer skills and familiarity with Microsoft Word and Excel; capable of learning how to utilize ETO and Google apps; open to learning new technology as it becomes available.
  • Ability to relate to youths and a passion for serving the CHNY population.
  • Highly professional with the ability to establish and maintain productive relationships with colleagues and federal, state, and local contract auditors.
  • Extremely discreet when working with sensitive and personal information.
  • Ability to remain calm while handling high-risk situations or crises.
  • Exceptional interpersonal skills.

Responsibilities

  • Serve as a thought leader at the agency concerning all program compliance systems and activities, quality improvement, and policies.
  • Develop, implement, and manage program compliance systems that meet the requirements of City, State, and Federal funding agencies, accreditation entities (e.g., Praesidium), and any other organization or system that has oversight over the CHNY program operations.
  • Lead all program audits by government funders, including preparation, liaising with auditors while onsite, and ensuring all corrective action required is completed promptly.
  • Establish continuous performance and quality improvement efforts and monitoring.
  • Oversee the development of the compliance annual work plan that includes the schedule for the 'dry audit' and communicate to the necessary internal parties.
  • Ensure the provision of clear and understandable reports on internal audit findings that are easily accessible to program leaders and their staff.
  • Manage the creation and implementation of corrective action plans resulting from external audit findings.
  • Create, maintain, and revise as needed a library of CHNY policies for all CHNY programs, as well as other required documentation for the efficient operation of programs.
  • Provide ongoing coaching and technical assistance to programs on contract and regulatory compliance issues.
  • Oversee the CHNY Child Protection Officer and ensure the implementation of all Child Protection policies and processes.
  • Oversee the CHNY Incident Reporting system, including ensuring all documentation and any required internal and/or external communications regarding incidents are conducted in a timely and complete manner.
  • Oversee the CHNY HIPAA Privacy Officer and all activities related to developing, implementing, and maintaining CHNY's policies and procedures covering the privacy and breach of client health information.
  • Serve as the CHNY Health Center Compliance Officer by overseeing the implementation of the Health Center Compliance program and updating and revising the program as needed.
  • Serve as the chair of the Health Center Compliance Committee.
  • Manage internal monitoring and auditing, including the development of an annual risk assessment and annual work plan.
  • Coordinate with the Health Center's billing and other consultants.
  • Submit regular reports of Health Center compliance activities to the Chief Executive Officer and Board of Directors.
  • Oversee Health Center compliance policies and procedures.
  • Develop and conduct compliance training for staff, management, contractors, and the Board of Directors both annually and as needed.
  • Manage internal compliance hotline and respond to questions, concerns, and reports of potential compliance violations.
  • Investigate potential compliance violations and monitor corrective action, as needed.
  • Ensure compliance with managed care contracts.
  • Serve as the claims point of contact for the CHNY health center.
  • Manage and respond to subpoenas.
  • Review grant contract language and manage relationships with pro bono law firms.
  • Collaborate with the Vice President of Facilities Administration on matters relating to building compliance.
  • Play a leadership and/or supporting role in special projects, as identified and assigned.
  • Always uphold CHNY's mission, vision, principles, standards of conduct, policies, and procedures.
