About The Position

We are seeking a high-level executive to lead, build, and scale our Affordable Housing department. As the VP of Affordable Housing, you will be a key member of the leadership team, acting as a strategic partner to the Senior VP of Centralized Services. You will hold full accountability for ensuring that our diverse portfolio remains in strict compliance with all federal, state, and local regulations while driving the operational excellence of our affordable programs. This role requires a leader who can balance high-level strategy with a deep understanding of risk management, ensuring our properties meet the highest standards of integrity and performance.

Requirements

  • Experience: 15–25+ years of progressive experience in affordable housing compliance and department management, with a proven track record of leading large-scale portfolios.
  • Education: Bachelor’s degree in a related field or equivalent executive-level work experience.
  • Certifications: HCCP certification is required.
  • Regulatory Expertise: Master-level knowledge of LIHTC, RAD Multifamily, HUD, SHIP, HOME programs and Fair Housing.
  • Operational Depth: Experience supporting large properties (200+ units) and managing complex programs including PSH, VASH, and Section 811.
  • Leadership & Communication: Exceptional ability to build trust across diverse stakeholder groups, from regulatory agencies to onsite maintenance staff.
  • Strategic Mindset: Strong analytical skills with the ability to review complex regulatory documents and translate them into actionable corporate strategies.
  • Integrity: Unquestionable ethics and a deep sense of community awareness

Nice To Haves

  • COS or TCS certifications are highly preferred.
  • The ideal candidate for this role will have a strong understanding of affordable housing regulations and risk management principles, excellent analytical and problem-solving skills, and the ability to communicate effectively with a wide range of stakeholders. They should also be detail-oriented, organized, and able to work independently to manage multiple projects and deadlines.

Responsibilities

  • Strategic Leadership: Develop and implement global affordable housing compliance strategies across the entire portfolio, ensuring alignment with federal, state, and county-level regulations.
  • Departmental Oversight: Build and lead the affordable department, supervising Directors and Managers, managing the department budget, and mitigating risk across the business.
  • Compliance & Risk Management: Oversee the execution of periodic audits, file reviews, and risk assessments to mitigate liability and ensure resident eligibility.
  • Regulatory Liaison: Act as the primary point of contact for funding and state monitoring agencies, maintaining positive relationships and managing responses for MOR, REAC, UPCS, and state audits.
  • Financial & Legal Collaboration: Partner with legal and finance departments to ensure all regulatory requirements are met and that utility allowances and rent limits are updated accurately.
  • Training & Development: Collaborate with the Training Department to create and deliver high-level content that empowers property management staff on compliance best practices.
  • System Administration: Oversee high-level administrative functions, including serving as or supervising the EIV Coordinator and SAVE Administrator.
  • Innovation: Develop marketing strategies and efficient processes to fill lower-income units with high-quality tenants, driving both social impact and portfolio performance.
