Responsibilities

  • Develop and implement a comprehensive government affairs strategy aligned with the organization’s mission and long-term goals, targeting federal, state, and local levels.
  • Monitor, analyze, and anticipate the potential impact of proposed legislation, regulatory changes, and emerging policy trends on the organization and the communities it serves; develop and execute proactive plans to drive positive outcomes.
  • Build and maintain productive relationships with elected officials, government agencies, community stakeholders, and advocacy coalitions.
  • Serve as the primary organizational liaison to HRSA/BPHC and other federal funders, as needed.
  • Manage HRSA Electronic Handbook (EHB) and coordinate/monitor submissions including change-in-scope requests, grant proposals, programmatic and financial reports, performance reports, and FTCA deeming applications.
  • Represent the organization in key policy forums and coalitions, including the North Carolina Community Health Center Association (NCCHCA), the National Association of Community Health Centers (NACHC), and Advocates for Community Health (ACH).
  • Serve as an external voice for the organization through participation in advocacy forums, policy conferences, and community events; prepare and deliver testimony, talking points, and policy briefs as needed.
  • Work with the CEO and Board of Directors to develop and execute the organization’s government affairs agenda, including advocacy positions and legislative priorities.
  • Design, implement, and manage all fund development activities including proposal writing, special projects, and other agency-related solicitations.
  • Conduct service area research, needs assessments, and market analysis in support of business planning and grants development.
  • Build and sustain relationships with current, new, and potential grant-giving organizations, including government entities, foundations, and corporations.
  • Maintain an accurate grants calendar and communicate updates to Leadership, CEO, and the Board of Directors on a regular basis.
  • Serve as primary liaison between program teams and Finance/Accounting to ensure accurate and timely post-award reporting on all active grants.
  • Monitor programmatic and funding conditions of award for all active grants in conjunction with the CFO and Grants Financial Manager.
  • Coordinate with program staff to gather performance data, narrative updates, and supporting documentation required for funder reports.
  • Support organizational compliance with all grant terms and conditions throughout the award lifecycle.
  • Prepare and present monthly reporting to the Board of Directors.
  • Collaborate with the Senior Director of Marketing and Foundation to advance the organization’s marketing and communications efforts, ensuring alignment with organizational priorities, brand identity, and community presence.
  • Collaborate with the Senior Director of Marketing and Foundation on the development and maintenance of the organization’s PR/Marketing plan, ensuring alignment with organizational priorities.
  • Partner with the Senior Director of Marketing and Foundation on all CommWell Health Foundation activities and priorities.
  • Work alongside the Senior Director of Marketing and Foundation in supporting the Eagle Foundation Advisory Board relationship.
  • Partner with the CEO and Board of Directors on all major fundraising initiatives.
  • Collaborate with the Director of Eagle Excellence Culture to advance the Eagle Excellence initiative in alignment with the organization’s mission, vision, and values.
  • Partner with the Director of Eagle Excellence Culture in supporting the Eagle Excellence Council’s goals and organizational priorities.
  • Work with the CEO and Senior Leadership Team to lead strategic planning for the organization.
  • Collaborate with the CEO in the implementation of strategies and new or enhanced service lines that will grow annual revenue and contribute to long-term financial growth.
