This role offers a unique opportunity to lead both program management and operational oversight of a Virtual Security Operations Center (vSOC) supporting federal cybersecurity missions. You will manage end-to-end program execution while ensuring 24/7 SOC readiness, compliance with federal standards, and the delivery of high-quality services within a structured contract framework. The position involves coordinating cross-functional teams, supervising tiered SOC operations, and serving as the primary interface with government stakeholders. This is a hands-on leadership role, ideal for an experienced cybersecurity professional who thrives in high-stakes environments, ensures continuous improvement, and is passionate about defending critical infrastructure. The successful candidate will influence strategic decisions, drive operational excellence, and mentor technical staff in a fast-paced, mission-focused environment.

  • Lead program planning, resource allocation, scheduling, and risk management through formal Program Management Plans (PMP).
  • Develop, implement, and maintain a Quality Control Plan (QCP) to ensure all deliverables meet contract SLAs and federal cybersecurity standards.
  • Serve as the primary liaison with federal Contracting Officers and representatives, providing briefings, status updates, and quarterly reports.
  • Oversee the operations of the vSOC, including 24/7 monitoring, threat detection, and incident response activities.
  • Supervise tiered SOC teams, ensuring shift coverage, operational performance, and audit readiness.
  • Manage incident handling, malware analysis, SIEM optimization, and threat analytics.
  • Ensure compliance with federal frameworks, including FISMA, NIST SP 800-53/800-207, EO 14028, and Zero Trust.
  • Develop performance metrics, monitor threat trends, and implement continuous improvement initiatives.
  • Active CISSP certification.
  • 10+ years of experience in cybersecurity or IT program management.
  • 5+ years managing SOC or vSOC environments in federal or defense sectors.
  • Strong knowledge of federal compliance frameworks including FISMA, NIST, OMB, and Zero Trust.
  • Proven experience developing and executing PMPs and QCPs for complex government programs.
  • Demonstrated leadership managing both technical and client-facing teams.
  • U.S. citizenship with an active TS/SCI clearance or eligibility to obtain one.
  • PMP, CISM, CISA, or ITIL certifications
  • experience with VDI environments, SIEM platforms (Splunk preferred), incident response, and federal audit cycles.
