About The Position

Under the general supervision of the Coordinator, English Learner Services, the K-12 Instructional Specialist is responsible for providing instructional leadership and support for teachers and paraprofessional staff to ensure all students, including English learners, Special Education students, GATE students and underperforming students, are provided a challenging core curriculum, including universal access, and meet state and District standards and expectations through professional development, including job-embedded activities and coaching, and use of data to inform instruction, monitor progress, to evaluate effectiveness of current instructional practices and materials for purposes of improvement of the programs provided and to ensure program accountability. The Specialist is also responsible for providing instructional leadership and support for teachers and paraprofessional staff in ELD curriculum and instruction, monitoring the progress of English learners toward reclassification, creating and implementing Individual Learning Plans for English learners who are not making adequate progress, providing professional development, including job-embedded activities and coaching, in effective ELD instruction and in Specially-Designed Academic Instruction in English (SDAIE), and in organizing and providing outreach for the parents of English learners, including the English Learner Advisory Committee (ELAC). He/she will collaborate with school administration teams, local district staff and central office staff to complete tasks and activities.

Requirements

  • Must possess and maintain a valid California Administrative Credential
  • A minimum of five years of school certificated service, with a minimum of three years successful teaching experience
  • CLAD or equivalent

Responsibilities

  • Assess instructional needs of the school to which assigned, implement professional development and curriculum changes, develop and improve instructional programs and share responsibility for providing instructional leadership in curriculum development and professional development and implementation.
  • Provide on-site professional development, including job-embedded activities, monitor effectiveness and adjust accordingly.
  • Establish coaching relationships with teachers with the goal of improving instructional practices and improving student achievement.
  • Conduct classroom observations and provide follow up feedback. Monitor the quality of instruction programs via learning walks, assurance checklists, and data teams.
  • Assemble, present, and interpret school, class, and student data necessary to plan the educational program; maintain appropriate record forms. Develop protocols for focused discussion in various settings, e.g., in data teams, grade level meetings and department meetings. Support grade level/data/department teams in creating action plans based on their analysis.
  • Use EL data (e.g. CELDT, AMAO, District Secondary ELD Placement Exam, District formative ELD assessments) to monitor individual English learner progress, EL program effectiveness and to inform instruction.
  • Facilitate collaboration and planning in grade level meetings.
  • Guide teachers in development of action plans and standards-based lesson plans for initial instruction, and re-teaching as per the results of District standards-based benchmark assessments and other formative assessments.
  • Develop and implement a plan for monitoring EL students’ progress toward reaching reclassification within the District goal.
  • Coordinate the identification, placement, and reporting of students eligible for Special Education, Gifted and Talented Education, and programs for English learners.
  • Implement, support and monitor the District EL Program to ensure academic success for English learners at the school.
  • Work with staff to effect horizontal and vertical continuity, articulation and curriculum alignment.
  • Work with teachers to establish and implement an ELD program based on the EL students’ level of proficiency in English.
  • Collaborate with teachers in lesson design and lesson delivery (may include demonstration lessons).
  • Provide outreach to the parents of English learners.
  • Establish and implement a plan to support all teachers in meeting the NCLB requirements for Highly Qualified Teachers.
  • Coordinate and implement assessments.
  • Perform other related duties as assigned.
