About The Position

The Vice President, US Health Economics & Outcomes Research (HEOR) will provide strategic and operational leadership for all US HEOR activities, with primary accountability for CMS focused reimbursement strategy, payer value evidence, and business development asset evaluations. The role will lead the development of US specific economic and real-world evidence to support Medicare coverage, coding, payment, and pricing decisions across the portfolio and pipeline. The role has a predominant US focus, with selective strategic support for Canada and limited engagement in other international markets as needed. This position is particularly well suited to candidates with experience in medical devices, interventional oncology, radiopharmaceuticals, or other specialty technologies where provider economics and Medicare payment systems are critical. In addition, the VP will act as a key HEOR partner to Business Development, supporting licensing, acquisition, and pipeline prioritization decisions through rigorous assessment of US commercial value, reimbursement risk, and evidence requirements.

Requirements

  • Advanced degree (PhD, PharmD, MPH, MS, or equivalent) in Health Economics, Public Health, Epidemiology, Pharmacy, Engineering, or a related discipline required.
  • 10+ years of progressive HEOR experience in medical device, radiopharmaceutical, biotech, or healthcare consulting environments required.
  • Demonstrated depth of experience with CMS reimbursement, Medicare policy, and US payer evidence expectations.
  • Strong track record supporting medical device or specialty technology reimbursement, including provider economics and site of care considerations.
  • Significant experience supporting business development assessments, asset valuation, and deal diligence.
  • Hands on leadership of economic modeling and RWE programs.
  • Experience across pre and post launch assets.
  • US focused strategic mindset with strong CMS and payer acumen

Nice To Haves

  • Experience in radiopharmaceuticals or nuclear medicine preferred but not essential.
  • Familiarity with Canadian reimbursement pathways and international HTA systems is a plus.

Responsibilities

  • Own and lead the US HEOR strategy to optimise access, coverage, reimbursement, and pricing across the product lifecycle.
  • Serve as a senior internal authority on CMS reimbursement pathways, including buy and bill economics, site of care dynamics, coding and payment mechanisms (e.g., APCs, DRGs, add-on payments), and policy evolution.
  • Shape evidence strategies aligned to CMS and US commercial payer expectations, with particular attention to medical device and radiopharmaceutical reimbursement models.
  • Oversee development of US focused economic models (budget impact, cost-effectiveness where relevant, provider economics) and real-world evidence (RWE) using claims, EMR, and registry data.
  • Lead development and governance of US value materials, including AMCP dossiers, ICER submissions, payer value tools, and CMS-relevant evidence packages.
  • Support innovative reimbursement and value-based arrangements through HEOR insights.
  • Act as a core HEOR leader supporting business development, licensing, and M&A activities, with a strong focus on US value assessment.
  • Evaluate early and late-stage assets to inform US commercial attractiveness, pricing potential, reimbursement feasibility, coding/payment risk, and evidence gaps.
  • Partner with BD, US Market Access, and Commercial to deliver payer and provider focused value assessments, scenario modelling, and investment recommendations.
  • Provide HEOR input into diligence processes, deal structuring, and portfolio prioritisation decisions.
  • Provide strategic HEOR input to support Canadian market access and reimbursement, ensuring alignment with global value positioning.
  • Offer selective HEOR support to other priority international markets as required, leveraging US/ Canada insights to inform evidence generation and value messaging.
  • Coordinate with global HEOR counterparts to ensure consistency while maintaining a US first approach.
  • Partner closely with US Market Access, Reimbursement, Medical Affairs, Clinical Development, Regulatory, Commercial, and Business Development to deliver integrated access strategies.
  • Serve as a senior HEOR representative in governance forums and portfolio reviews.
  • Lead, mentor, and develop HEOR talent; manage external vendors, academic collaborators, and consultants to ensure high-quality delivery.
  • Present HEOR insights to senior leadership, translating complex analyses into clear, decision-oriented recommendations.
  • Represent the organisation at key scientific and payer forums (e.g., ISPOR, AMCP).
  • Drive publication and dissemination strategy in peer-reviewed journals and scientific congresses.
