About The Position

Reporting to the Chief of Staff, the Vice President, Tribal Operations - OTC, will maximize the effectiveness and efficiency of the Chief of Staff and Tribal Citizen boards, committees, sub-committees, and working groups through their deep understanding of Tribal laws, customs and traditions, and the governance structure. The Vice President, Tribal Operations - OTC, is responsible for overseeing operations, ensuring efficient management of resources, compliance with Tribal law, and strategic planning to achieve the Nation’s overall goals. Is responsible for the strategic oversight, development, and execution of all governance related programs and special projects within the Office of the Tribal Council (OTC); oversees the department budgets and ensures seamless collaboration across departments to uphold the Nation’s vision, mission, and values.

Requirements

  • Bachelor’s Degree required.
  • Minimum twelve (12) years of relevant career level experience required.
  • Minimum ten (10) years of management experience in complex government organizations or commercial enterprises required.
  • Experience in Tribal environment preferred.
  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

Responsibilities

  • Provides strategic oversight of all programs under OTC, ensuring effectiveness and alignment with Tribal laws, strategic priorities, and compliance with regulations.
  • Oversight of codes, acts, and ordinance distribution, implementing, and monitoring processes; maintains effective communication with key executives and department stakeholders.
  • Provides oversight and direction for the development, implementation, and ongoing support of the Tribal Citizen government programs.
  • Leads the Constitution Implementation Program and assists the Tribal Citizen Constitution Implementation Committee in oversight of the implementation efforts and management of consultant contracts.
  • Provides ongoing communication updates to key stakeholders including Tribal Citizens, Tribal Council, executive management, and enterprise Directors and above team members.
  • Oversight of regulation and policy drafting for both OTC operations and Tribal laws.
  • Provides guidance and oversight of the Tribal Unity Retreat Program based on the vision, mission, values, and budget.
  • Serves as subject matter expert and liaison to a variety of Tribal Citizen boards, committees, sub-committees, and working groups.
  • Facilitates meetings, when needed, while maintaining a 'tribe-led, tribe-first' approach.
  • Advises Chairpersons and Leads to ensure proper resources are utilized, and charters, covenants or laws governing the body are followed and amended as needed.
  • Drives process excellence and integrity in OTC administrative functions, including communication and collaboration with various agencies.
  • Oversees departmental budgets, and official records management of all Tribal government actions.
  • Ensures the Chief of Staff is apprised of all progress and challenges.
  • Provides oversight of the timely delivery of government services, communications, and benefits to Tribal Citizens.
  • Build relationships with Tribal Citizens to promote engagement and collaboration.
  • Conducts 18-year-old and 21-year-old orientations with the Tribal Council Secretary or independently in the Secretary’s absence.
  • Serves as liaison between Tribal Citizens and Tribal Council and/or Chief of Staff.
  • Provides oversight of highly sensitive Tribal Citizen communications and resolves complex issues.
  • Provides oversight of all administrative processes and functions of Tribal Elections, Recalls, and Special Elections.
  • Oversee Election Board duties, nomination and ballot development, absentee voting, election day processes, and reporting requirements.
  • Oversees elected officials swearing in ceremony.
  • Oversees elected officials onboarding, offboarding, and liquor license requirements for Tribal Council.
  • Performs other duties as assigned to support the efficient operation of the department.
