About The Position

Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund seek a hands-on and strategic Vice President, Technology Strategy & Architecture. This leadership role oversees Enterprise Architecture, Technology Business Relationship Management, and Tech & Data Governance across PPFA. This job reports to the Chief Information Officer in the Technology Strategy & Services (TSS) division. Purpose: The Vice President, Tech Strategy & Enterprise Architecture will define and lead the PPFA technology and data governance processes to achieve and maintain prioritized alignment between business strategy and technology investments. Furthermore, provides oversight for all aspects of technology requirements with business stakeholders and enterprise architecture-related strategy and investments. Oversee enterprise architecture, data platforms, AI enablement, digital transformation, and portfolio governance—balancing innovation with security, compliance, and operational excellence. This leadership role will manage 4 critical capabilities for under the Chief Information Officer: Technology & AI Strategy Enterprise Architecture Technology Business Relationship Management Data Governance Chairs the Information Technology Leadership Team (ITLT) meetings to ensure alignment on tech strategy and operational delivery priorities as well as IT Tower dependency sync Ensures Information Technology & AI requirements are addressed across the enterprise through the Technology Business Relationship Management function and that they engage with Information Security to ensure their appropriate participation and approval is received. Will help shape the vision and enable business leaders to make investment decisions that balance and prioritize current operational demands, disruptions, and opportunities with the longer-term strategic mission of PPFA to ensure a cohesive Technology & AI Strategy Provides overall direction, guidance, and definition of IT enterprise architecture to effectively support the PPFA business and technology strategy Defines the enterprise architectural disciplines (Data, Application, Infrastructure, AI) Directs the research and evaluation of emerging technology, industry, and market trends. Manage the development and maintenance of IT governance and performance management metrics Value Creator - Lead initiatives that create business value (increased revenue, lower costs, increased efficiency) for the organization Innovator - Leverage knowledge of the business, knowledge of the industry, and knowledge of leading-edge technological solutions to transform the way the business operates and provides services to its customers

Requirements

  • Bachelor’s degree or equivalent work experience in business administration, computer science, information systems, computer engineering, or a related field
  • A minimum of 15 years of experience in IT and/or Business is required
  • Demonstrate ability to lead at the highest level of the organization by bringing forward new ideas, concepts, and systems through leadership and strong written and verbal communication, with the ability to develop and communicate the IT vision and inspire and motivate staff
  • Ability to handle detailed, complex concepts and problems, and multiple tasks simultaneously
  • Strong business acumen, including industry and domain-specific knowledge of the enterprise and its business units
  • Demonstrate ability to think strategically, drive collaborative decision making, and develop and execute strategic plans
  • Leadership experience in cross-functional teams or projects and influencing senior-level management and key stakeholders is required
  • Excellent oral and written communication skills, including the ability to explain technology solutions in business terms
  • Requires exposure to multiple, diverse technologies and processing environments
  • Leader of both direct team members and matrix team management

Responsibilities

  • Define and evolve the enterprise technology, data and AI strategy to align to organizational goals.
  • Translate business objectives into integrated roadmaps across systems, platforms, analytics, automation, and AI solutions.
  • Identify opportunities to responsibly deploy AI and advanced analytics to increase efficiency, enhance insights, and improve customer or stakeholder experience.
  • Establish enterprise principles for architecture, interoperability, responsible AI, cybersecurity, and data governance.
  • Advise executive leadership and the Board on emerging technology and AI trends, risks, regulatory developments, and competitive opportunities.
  • Build and lead cross-functional Tech and Data Governance Council comprised of business stakeholders and key TSS leadership to ensure systems/solutions are selected and designed in a manner that aligns with the business strategy, tech standards, and meet the needs of multiple stakeholders
  • Partners with business leaders to drive a portfolio approach to managing Technology Investments
  • Empowers teams to take on new challenges, pursue new ideas, and embrace change
  • Collaborate with CIO and Senior Leadership Team to provide broad insight into IT domains and capabilities to support enterprise-wide business decisions
  • Partner with OCIO for communication and education strategy across PPFA for overall Tech and Data Governance, Enterprise Architecture and Technology Business Relationship Management processes to ensure efficient ways of working are in place to deliver business value
  • Build and lead PPFA’s Enterprise Architecture capabilities that engage, support, and aligns with the Tech Governance framework and Information Security Architecture team
  • Maintain knowledge of new market trends and innovations in technology and assess the current state of operational systems to ensure continued viability, or replacement plans are in place
  • Drive the strategic and operational direction on technology strategy, roadmaps, industry trends and CIO priorities
  • Collaborates with the TSS Leadership Team to ensure progress towards architectural alignment with project goals and requirements
  • Key partner role with technology services to ensure all tech services are scalable and aligned with strategic plans
  • Advises on options, risks, costs versus benefits, system impacts, and technology priorities.
  • Ensure all technical solutions are designed and implemented to meet Enterprise Architecture standards
  • Mature a technology business relationship management function to build strong and collaborative relationships with business partners. Track client satisfaction with services provided. Continuously improve, based on feedback from business partners
  • Lead team of Technology Business Relationship Managers to ensure effective communication occurs related to business planning, new technology needs, service delivery, and project delivery
  • Manage expectations of multiple business stakeholders
  • Work with clients to plan and make sure they understand the relevance and impact of IT changes to their operations
  • Define, agree to, and report on key service metrics
  • Expert level of understanding of the main business activities for each department
  • Ensures the TBRM team understands business processes and associated business activities for each user group within a department
  • Oversee enterprise architecture and platform strategy to enable scalable, cloud-forward, AI-ready infrastructure.
  • Guide modernization of legacy systems to support advanced analytics, automation, and AI integration.
  • Work closely with CISO to ensure strong cybersecurity, resilience, and compliance across all platforms and AI applications.
  • Build and operationalize modern data platforms that enable predictive analytics, machine learning, and generative AI capabilities.
  • Establish MLOps and AI lifecycle management practices to ensure scalable, reliable, and secure AI deployment.
  • Implement enterprise KPIs and dashboards that enable data-driven and AI-augmented decision-making.
  • Oversee a prioritized technology, data, and AI portfolio aligned to strategic outcomes.
  • Adopt Agile, hybrid, or product-based delivery models that accelerate innovation while maintaining governance controls.
  • Identify, pilot, and scale AI and automation solutions that drive measurable efficiency and impact.
  • Evaluate ROI and organizational readiness for AI expansion.
  • Continuously optimize service delivery, digital experience, and analytics capabilities.
  • Lead and facilitate the creation of governing principles to guide enterprise information, technology, and solution decision-making
  • Oversee the design and management of direct governance structure and compliance activities (exception and exemption handling) associated with ensuring compliance with the Tech and Data Governance, Enterprise Architecture and Business Relationship Management frameworks
  • Lead development of enterprise data architecture, governance, quality, privacy, and stewardship practices.
  • Analyze the current IT environment to detect critical deficiencies and recommend solutions for improvement
  • Oversee the evaluation and selection of hardware and software product standards and the design of standard configurations with partnership across the TSS team
  • Consult with application engineering and development, infrastructure and operations, and information security teams to ensure system architecture is meeting technical and enterprise architecture standards
  • Lead enterprise architecture engagement in technology initiatives to ensure enterprise architect principles are designed and implemented to meet PPFA Tech standards and include reference architectures, estimates, and costs, with a cloud-first philosophy
  • Perform analysis of best practices and emerging concepts in Cloud-based technologies, both internally and externally hosted
  • Lead the development of an implementation plan for the EA capabilities based on business requirements and IT strategies, with alignment and collaboration with Information Security
  • Drive the tech strategy and prioritization of business partner needs in alignment with TSS's strategic planning and annual business planning.
  • Ensure TBRM serves as a dedicated liaison between business partners & the TSS team by fostering trusted relationships
  • Center the client experience to integrate coordinated, easy-to-navigate cross-functional TSS engagement and thought partnership
  • Ensure a process is in place for TBRMs to act as an escalation point for major issues with any aspect of project/service delivery
  • Ensure a strong partnership is in place for TBRM with the business to proactively identify & document high-level business requirements via the BRD flow
