About The Position

The Senior Business Developer will play a pivotal role in driving opportunity development and strategic growth across federal agencies. This position is ideal for a seasoned professional with over 10 years of experience in business development within the government contracting arena. The successful candidate will lead and coordinate initiatives, develop robust capture plans, form high- performing proposal teams, and drive the creation of compelling, compliant proposals. This role requires a comprehensive understanding of the federal market, robust technical acumen, and proven leadership in winning competitive opportunities.

Requirements

  • Minimum of 10 years of progressive experience in business development within the federal government contracting arena.
  • Proven track record of success in opportunity development and capture management for agencies including the FBI, DHS, and DoS.
  • Experience in leading multidisciplinary teams in a fast-paced, high-stakes, competitive environment.
  • Expertise in leveraging government contracting platforms such as GSA eBuy, SAM.gov, and other relevant bid management systems.
  • In-depth understanding of Federal Acquisition Regulations (FAR) and compliance requirements in government contracting.
  • Demonstrated ability in developing capture plans and leading proposal teams to successful awards.
  • Demonstrated expertise in federal acquisition processes, RFP analysis, and compliance requirements.
  • Proficiency with CRM platforms and proposal management software.
  • Strong analytical, strategic thinking, and problem-solving skills.
  • Excellent written and verbal communication skills with the ability to create compelling capture strategies and proposals.
  • Ability to foster effective collaboration with internal teams and external stakeholders.
  • Strong analytical mindset with the ability to dissect market trends and competitor moves, translating them into actionable business insights.

Responsibilities

  • Opportunity Development & Pipeline Management:
  • Identify, evaluate, and pursue new business opportunities and strategic partnerships with federal agencies including the FBI, DHS, DoS, and additional sectors.
  • Utilize platforms such as GSA eBuy, SAM.gov, and other government contracting sites to research, qualify, and track prospective opportunities.
  • Develop and maintain a dynamic pipeline of opportunities, ensuring targeted, competitive strategies.
  • Conduct market research and competitive intelligence to stay ahead of industry trends and emerging requirements.
  • Capture Planning & Strategy Execution:

  • Lead competitive intelligence efforts, assess bid/no-bid decisions, and create actionable strategies to influence opportunity outcomes.
  • Collaborate with cross-functional teams to initiate early engagement with key stakeholders, ensuring a thorough understanding of agency requirements and mission objectives
  • Collaborate with cross-functional teams including technical, operational, and finance to develop winning strategies.
  • Leverage previous federal contracting experience to refine targeting, positioning, and bid/no-bid decisions.
  • Team Leadership & Collaboration:
  • Build high-performing business development and capture teams, fostering a collaborative and goal-oriented environment.
  • Guide internal stakeholders, ensuring alignment on strategic objectives and effective communication throughout the proposal development lifecycle.
  • Proposal Development & Collaboration:
  • Engage with multidisciplinary teams-including proposal managers, technical subject matter experts, pricing analysts, and legal advisors-to craft compelling, compliant, and competitive proposals.
  • Drive the presentation of win themes and unique value propositions that differentiate our offerings in a highly competitive government contracting landscape.
  • Ensure timely submission of proposal responses that align with solicitation guidelines and exceed client expectations.
  • Business Growth & Relationship Management:
  • Cultivate and maintain strong, long-lasting relationships with government stakeholders, industry partners, and internal teams to foster collaborative engagement and secure business opportunities.
  • Act as a strategic advisor in developing and executing business growth strategies, translating market analysis into actionable business development initiatives.
  • Provide regular status updates, performance metrics, and strategic insights to executive leadership to inform overall business direction and resource allocation.
  • Technical and Commercial Strategy Integration:
  • Integrate technical, commercial, and operational insights into development strategies to enhance solution offerings.
  • Ensure proposals reflect robust value propositions and meet all compliance and quality benchmarks.
