About The Position

Reporting to the EVP, Chief Financial Officer, the Vice President Network Pharmacies is responsible for the development, and performance of retail pharmacy services across the Network, to support the Network’s mission and meet the needs of rural and underserved communities. The position provides strategic and operational leadership for in-house retail pharmacies, as well as regulatory compliance, to support the Network’s value-based care strategy. The role oversees all Network entity-owned pharmacies, relationships with the Network’s contract pharmacies, third-party administrator (TPA) and other operations partners, and as well as the optimization and compliance of the federal 340B program. A priority is to lead the integration and growth of pharmacy services and the 340B program, while building effective relationships across the Network and throughout the continuum of care.

Requirements

Valid Pharmacist license and current registration with unrestricted licensure in New York State, preferred.
10+ years pharmacy management experience, required
5+ years of experience in 340B program pricing, compliance and program management
Ability to lead and manage others with demonstrated experience managing internal and external relationships
Strong verbal and written communication skills
Able to engage in critical thinking and creative problem resolutions
Ability to lead and manage multiple teams towards set goals and within budget
Ability to work independently and with others in a collaborative manner and maintain a high level of confidentiality
Ability to communicate effectively at all levels of staffing
Possess strong clinical, interpersonal, and organizational skills with strong attention to detail
Proficiency in the use of Microsoft Office Suite and Teams
Electronic medical records experience, preferably in ambulatory care environment
Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards
Ability to Travel Regularly

Responsibilities

Lead, plan, organize and direct all Network retail pharmacy services and oversee TPA operations
Provide strategic direction, oversight and decision making for growth of pharmacy services, while ensuring regulatory compliance and building sustainability and scalable operations. Where relevant, aligns strategy and planning efforts to support related entities, such as the Program of All-Inclusive Care for the Elderly (PACE) at Hudson Headwaters
Align overall clinical and business performance, maximizing pharmacy margin for in-house and 340B programs. Identifies new revenue opportunities, manages budgets, controls costs and ensures financial sustainability
In collaboration with the Clinical Pharmacy team, ensures quality with a focus on clinical outcomes, while developing and executing on plans to drive pharmaceutical innovation, improve outcomes and support value-based care delivery
Builds trust and work collaboratively with leaders, physicians and the pharmacy team to cultivate a positive work environment and engage with broader Network initiatives and programs. Coordinates communication and planning across the Network to include Finance, Strategy, Planning, Operations, Population Health, Information Services (IS), Medical Staff, Human Resources, Marketing and Communications, Compliance and Legal
Recruit, hire and develop staff members; coach and counsel as appropriate; write and conduct performance reviews on an annual basis; setting goals and measures for each year
Ensures adherence to all regulatory, legal and compliance standards
Manages the Network’s Pharmacies strategy for entity-owned pharmacies, including relationships with vendors and management operations partners
Oversees the provision of pharmacy services for patients, including safe, accurate and efficient dispensing of medications through audit or direct oversight and collaboration with pharmacy partners
Partners with Regional Practice Leaders, Medical Leaders and Clinical Pharmacy to promote the use of in-house pharmacy services and works to continuously improve workflows, efficiency, patient utilization and customer experience
Collaborates to prepare monthly, quarterly and annual clinical, operations and financial pharmacy department reports
Leads efforts to sustain and scale in-house pharmacy operations, including collaboration with clinical pharmacy program, developing sustainable courier and mail order service, enhancing the use of technology and integration with Athena, and further developing strategies to provide in-house pharmacy services to all Network health centers and patients
Partners with the Network’s Pharmacy Benefits Administrator (PBA), in collaboration with Human Resources and Finance, to execute on pharmacy strategies to support employees and their dependents
Leads efforts to explore and analyze other potential pharmacy acquisitions, transitions or other in-house pharmacy service expansion strategies
Continuously assess current vendor and partner capabilities and identifies future sustainability approach for the Network
Direct oversight and management of the FQHC’s 340B Pricing Program, including registration, audits, compliance, policy, and maximizing cost savings
Provides direct oversight and leadership to the 340B compliance team; conducts regular staff meetings and regular touch bases and the completion of annual reviews and any necessary coaching and/or counseling
Oversee / Supervise relationships with the network of contract pharmacies as well as in-house pharmacy alignment, ensuring strict compliance with HRSA and 340B regulations
Analyzes data to maximize 340B capture; works collaboratively across the Network to protect the program and optimize opportunities
Manages the relationship with the Network’s TPA, providing oversight and continuous monitoring of quality, compliance and financial performance
Ensures strict adherence to all federal and state laws, regulations, and accreditation standards, including Health and Human Services, Health Resources and Services Administration, Centers for Medicare and Medicaid Services, Drug Enforcement Administration, NYS and the Board of Pharmacy. Maintains a comprehensive 340B compliance program and corresponding policies and procedure
Collaborates with Network leaders to advocate for federal and NYS 340B program protections.
Serve on internal and external workgroups and committees to represent pharmacy services and the 340B program
