About The Position

The Vice President of Human Resources (HR) at VIA Metropolitan Transit is responsible for overseeing all human resource functions, ensuring compliance with policies and regulations, and strategically planning to attract and retain top talent. Requirements

  • Bachelor's degree in Human Resources, Business Management, Public Administration, or related field.
  • Ten years of progressive responsibility in human resources management.
  • Six years or more experience in a management position.
  • Experience administering compensation and benefits programs.
  • Experience overseeing budgets and monitoring performance evaluation systems.
  • Experience in development and training programs, recruiting, and writing policies.

Nice To Haves

  • Master's Degree in a related field.
  • SPHR, CCP, CBP, or CEBS certification.
  • Experience working in a union environment.

Responsibilities

  • Direct all human resource functions in accordance with VIA's policies and regulations.
  • Plan, develop, organize, implement, direct, and evaluate the organization's HR function and performance.
  • Participate in the development of authority's plans and programs as a strategic partner.
  • Translate strategic business plans into HR operational plans.
  • Establish controls and evaluation processes for compliance with goals and regulations.
  • Evaluate long-range planning impacts on employee resources.
  • Develop staffing strategies and implementation plans for talent identification.
  • Identify effective external sources for candidates at all levels.
  • Serve as Custodian of Record for salaried employee personnel files.
  • Develop compensation and benefits programs to motivate and reward performance.
  • Create programs to embrace diversity and support employee development.
  • Assess competitiveness of HR programs against industry standards.
  • Establish credibility with management and employees to address people issues effectively.
  • Demonstrate leadership by fostering consensus and support for common goals.
  • Develop policies and programs for effective management of people resources.
  • Enhance and enforce HR policies and procedures to improve organizational effectiveness.
  • Manage HR information systems and critical analyses reports.
  • Provide technical advice within the HR discipline.
  • Manage the budget and financial measures of the HR Division.
  • Continuously improve HR programs, policies, and processes.
  • Evaluate HR structure for efficiency and effectiveness, promoting professional growth.
  • Oversee workers' compensation function and support Labor Relations efforts.
