JOB SUMMARY Under the supervision of the Chief Executive Officer (CEO), the Vice President of Finance directs, coordinates, and performs financial functions for the agency administering day-to-day management of the Finance Department and supervises the accounting staff. This position is responsible for the overall sound financial planning and functioning of all programs and components of the agency.

Requirements

  • Good supervisory skills (i.e., team building and coaching skills, with the ability to lead, encourage, and train staff).
  • Must know federal and state rules and regulations for non-profit organizations.
  • Knowledge of information systems, managed care, and financial operation.
  • Ability to communicate accurately and effectively in both verbal and written correspondence.
  • Good computer skills, including extensive use of Excel spreadsheets and troubleshooting skills for Windows applications.
  • Possession of a valid State Driver’s License and willingness to use personal vehicle in course of employment.
  • H.A.S requires all employees to work on-site.
  • Master’s degree from an accredited college or university, in Business Administration, Finance, or Accounting and at least five (5) years relevant experience is preferred.
  • A minimum of five (5) years of experience in administration of a non-profit organization, preferred.
  • Must have a minimum of five (5) years of proven experience in successful budgeting and grant management.
  • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
  • Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.

Responsibilities

  • Provides direct supervision for the following functions to facilitate daily operations: Accounts Receivable, Accounts Payable, and Payroll.
  • Coordinates work schedules of all above functions to ensure efficient use of available resources.
  • Conducts staff performance appraisals, makes and implements recommendations when hiring, promoting, disciplining, and/or terminating employees.
  • Develops, implements and monitors agency standards of operations.
  • Monitors and/or performs checks and balances and other internal controls.
  • Prepares the operating budgets, and administers the business affairs etc.
  • Exercises control over the agency operating budgets upon approval by the CEO, which includes receipt, custody, disbursement, investment, accounting, and auditing of all agency funds/accounts.
  • Assists the CEO in formulating policies and procedures governing the financial affairs of the agency.
  • Prepares financial analysis, reports, statements, budgets, and forecasts for review by the CEO.
  • Prepares and submits regular and special financial reports to government bodies as requested.
  • Analyzes records of present and past operations, trends and costs, estimated and realized revenues, administrative commitments, and obligations incurred and makes recommendations based on results of the analysis.
  • Makes recommendations, based upon analysis of financial reports, for cost effectiveness measures to be implemented.
  • Create or revise program financial budgets for funders and develop working relationships with respective counterparts at funding sources. This includes Liaison to federal/state/local offices and personnel.
  • Drive the collaboration process of proactively researching ways to increase HAS revenue model.
  • Ensure all grants and awards are achieving or exceeding desired spending limits. This includes regular analysis of actual-to-budget spending by programs and various line items in the budget.
  • Contribute to the submission of public grant funding with respect to outcomes and budget development.
  • Responsible for NICRA negotiations and necessary documentation requested by Cognizant Agency or third parties.
  • Continually designs and modifies existing accounting system that provides a record of assets, liabilities, and financial transactions of the agency.
  • Arranges and works with outside auditors for annual organizational audit.
  • Provides all necessary financial and agency planning information and reports to funding agencies and/or regulatory agencies and makes necessary changes on an as-needed basis.
  • Performs property management routine inspections of all facilities, lease negotiations, etc.
  • Participates as part of the Senior Management team in strategic and annual planning activities of the agency; attends regular management meetings and participates in agency fundraising efforts.
  • Represents H.A.S. with external authorities and the community as required.
  • Maintains knowledge of current trends and developments in the field to enhance professional expertise by reading appropriate journals, books, and other professional literature; and attending conferences, seminars, etc.
  • Participates in grant management and submissions as needed.
  • Performs any other related duties as requested by the CEO.
