About The Position

MV is seeking to hire an individual in the role of Vice President of Business Development in the Western Region. This position is responsible for managing competitive procurements from pre-RFP to submittal, interviews, clarifications, Best and Final offers, and contract negotiations for new business and/or retention of current MV contracts primarily in the Western Region. The Vice President will work collaboratively with the Sr. Vice President of Business Development and other members of the Business Development Team to ensure responsive and quality technical and pricing submittals. The role includes managing client relationships, identifying new client opportunities, and developing sales and performance goals.

Requirements

  • Proficient in Microsoft Office, especially Excel, PowerPoint, Outlook, and Word.
  • Ability to work independently without administrative assistance.
  • Excellent verbal and written communication skills.
  • Ability to manage multiple high-priority tasks and projects simultaneously.
  • Willingness to travel approximately 80% of the time.
  • Experience in public transportation procurement sales.
  • Superior presentation skills.
  • Strong interpersonal and relationship-building skills.
  • Management and supervisory skills.

Responsibilities

  • Manage competitive procurements from pre-RFP to submittal and contract negotiations.
  • Collaborate with the Sr. Vice President of Business Development and the Procurement team.
  • Attend meetings, interviews, and complete field research as needed.
  • Manage assigned client relationships and identify new client opportunities.
  • Develop operational plans to support proposals in consultation with procurement team members.
  • Make pricing decisions based on field research and RFP requirements.
  • Complete advance research of bids and clients to develop winning strategies.
  • Work with Production, Finance, and Operations teams to complete technical and pricing proposals.
  • Research employment markets for informed labor recruitment and retention decisions.
  • Review Collective Bargaining Agreements with the Labor Relations team.
  • Identify and recruit management positions for contracts.
  • Negotiate with vendors and ensure costs are accounted for in proposals.
  • Update Salesforce based on sales activities.
  • Attend pre-bid conferences and client-related meetings.
  • Gather and interpret market, customer, and competitor data for future strategies.
  • Lead conference calls for strategy and pricing reviews.
  • Review draft service agreements for operational alignment with proposals.
