The Vice President - Municipal Engineering is a senior leadership role responsible for driving the strategic growth, operational excellence, and technical delivery of municipal infrastructure projects. This individual will lead multidisciplinary teams across planning, design, and construction management, ensuring high-quality service delivery to public sector clients. The VP will play a key role in business development, client relationship management, and talent development within the municipal engineering practice.

Requirements

  • Bachelor's degree in Civil Engineering or related field (Master's preferred).
  • Licensed AIA or Professional Engineer (PE) designation required.
  • Minimum 15 years of progressive experience in municipal infrastructure, with at least 5 years in a senior leadership role.
  • Proven track record in business development and client management.
  • Strong understanding of municipal regulations, funding mechanisms, and procurement processes.
  • Excellent communication, negotiation, and leadership skills.
  • Experience with alternative delivery models (e.g., Design-Build, CMAR, P3).
  • Familiarity with sustainability and climate resilience in municipal design.
  • Involvement in industry associations and municipal advisory boards.

Responsibilities

  • Strategic Leadership Develop and execute the municipal engineering business strategy aligned with corporate goals.
  • Identify emerging trends and opportunities in municipal infrastructure, including water/wastewater, stormwater, roads, and public realm improvements.
  • Project Oversight Oversee the delivery of complex municipal projects, ensuring technical excellence, budget adherence, and client satisfaction.
  • Provide senior-level guidance on project planning, design, permitting, and construction phases.
  • Business Development Cultivate and maintain strong relationships with municipal clients, agencies, and industry partners.
  • Lead proposal development, contract negotiations, and pursuit strategies for key opportunities.
  • Team Leadership Mentor and manage a team of engineers, project managers, and technical staff.
  • Foster a culture of collaboration, innovation, and continuous improvement.
  • Financial Management Manage departmental budgets, forecasts, and performance metrics.
  • Ensure profitability and growth of the municipal engineering portfolio.
