The E&PS Vice President IM PD Supply Chain End-to-End, is responsible and directly accountable for the global governance and management of the entire Advanced Therapeutics (ATMP), Bio-Therapeutics, Synthetics, R&D, Commercial facility capital project portfolio (typically composed of approximately $800MM annual spend), as well as the direct oversight of all capital construction initiatives within the Bio-Therapeutics, Synthetics, ATMP platforms, including R&D and commercial facilities. Additionally, this position will direct the E&PS IM technical group and External Manufacturing construction work. The position can be based in New Jersey or in any major J&J facility in US or EMEA. Major focus is on direction, training, coordination, implementation, execution, control and completion of capital projects (local and/or global) ensuring consistency with business strategy, commitments and goals. The scope includes defining, identifying and securing appropriate internal and external resources and coordinating the efforts of team members and third-party contractors or consultants to deliver projects according to plan. This position will own the strategic leadership and operational delivery for the Bio‑Therapeutics, Synthetics, ATMP, R&D and Commercial Project Management organizations, accountable for the end‑to‑end execution of all non‑mega project capital and operational projects supporting Supply Chain, R&D and Commercial functions. You will also lead the E&PS IM technical group and direct External Manufacturing construction programs, ensuring these activities align with enterprise strategy, regulatory requirements and business objectives. The team is composed of approximately 60 - 70 Project Management & Engineering professionals and is part of Engineering & Property Services Leadership Team.

Requirements

  • A bachelor’s degree is required with preference in Engineering, Architecture and Design or Construction Management from an accredited institution is required.
  • 15+ years of relative business experience and Project Management is required including all aspects of Design, Construction Management and Commissioning and Qualification.
  • Prior experience managing major capital projects portfolio ($100MM to $500MM) is required.
  • Previous supervisor’s experience with direct reports required.
  • Strong knowledge of cGMP’s and Regulatory Requirements and applicability to facility design and start up is preferred.
  • Strong oral and written communication in English.
  • Excellent demonstrated Project Management skills are required, including the ability to lead teams, produce and maintain project schedules and budgets, create dashboards and track metrics, and assemble project information into clearly written reports that document findings & recommendations and communicate progress.
  • Demonstrated experience in building competency and awareness of project/portfolio delivery issues through training, public speaking, and presentations to teams at all levels of the organization is required
  • The successful candidate will have a strong track record of projects deliveries globally related to Supply Chain, R&D and Commercial facilities, preferably related to Innovative Medicines Bio-Therapeutics, Synthetics and ATMP.
  • S/he will have significant experience leading Project Management professionals in collaborative relationships (indirect/dotted-line reporting).
  • Experience controlling a comprehensive array of project/construction risks is required with application across Innovative Medicines Bio-Therapeutics, Synthetics and ATMP technical platforms including R&D and Commercial facilities being strongly preferred.
  • The successful candidate will be a strong communicator and influencer who is credible, self-assured and highly capable of negotiating successful outcomes with key business leaders.
  • S/he will have strong technical skills and the ability to explain complex issues and requirements in an easily understood manner.
  • S/he will apply previous learning and ideas to new situations, projects and teams, developing creative solutions to manage risk while balancing cost.
  • S/he will demonstrate strong business acumen that includes experience working with leaders at all levels of the organization.
  • S/he needs to have proven experience developing pipeline in Leadership and Technical talent.
  • Ability to manage multiple demands simultaneously and to collaborate in a matrix, team-oriented environment is required.
  • Highly developed interpersonal and cross-cultural skills are required to partner well with associates at all levels and functions across our global organizations.

Nice To Haves

  • Experience in Design and Construction Management is highly recommended.
  • LEED AP certification is preferred.
  • PMP or comparable Certification and familiarity with J&J Project Management approaches (FPX & IDEA Process) is preferred.
  • Professional Engineering License is preferred.
  • Experience working in the Americas, EMEA and APAC is desired.
  • Experience in Operations, R&D and Supply Chain is preferred.

Responsibilities

  • Provide strategic leadership and ownership of Front-End Loading (FEL) for all major capital investment initiatives — define and secure alignment on project definition, scope, priorities and expected outcomes; ensure requisite resources, capabilities and execution processes are in place prior to authorization.
  • Serve as the executive sponsor for major projects, presenting business cases and progress to the Executive Committee and other senior stakeholders; secure timely decisions and issue resolution at the leadership level.
  • Direct architecture and design governance in partnership with Engineering & Design leadership — mandate adoption of standard design platforms where appropriate and ensure full compliance with current regulatory and industry standards.
  • Establish and maintain cross-functional project teams and centrally manage resource allocation and prioritization to optimize delivery across the portfolio.
  • Remove executive-level obstacles and resolve resource conflicts proactively, negotiating with senior leaders and external partners to protect schedule, scope and budget.
  • Oversee project controls and performance monitoring with the Global Project Controls function — define reporting standards, review deliverables, track progress, surface risks and approve mitigation strategies and corrective interventions.
  • Own portfolio and project financial performance — prepare, manage and report on budgets, forecasts and post‑project evaluations; ensure value realization and continuous assessment of project outcomes.
  • Ensure robust enterprise risk management for capital programs — require and validate comprehensive risk assessments, contingency plans and regulatory compliance for all projects and technology deployments.
  • Lead the PM Center of Excellence to define, measure and improve engineering and project delivery metrics; institutionalize best practices in design, construction, safety and commissioning & qualification (C&Q).
  • Drive contracting and procurement strategy for project delivery — establish vendor qualification criteria, negotiate global agreements, and implement performance surveillance and remediation protocols for design and construction partners.
  • Champion continuous improvement of core processes by embedding lessons learned, streamlining workflows and promoting operational excellence across functional boundaries.
  • Develop and cascade the annual business plan and personal leadership objectives that align the engineering portfolio with corporate strategy and financial targets.
  • Advise on near- and long-term tactical engineering plans for design, construction and modification activities to ensure alignment with strategic departmental roadmaps.
  • Build and execute talent, diversity and succession plans for the organization — ensure professional development, capability building and bench strength to meet current and future program demands.
  • Maintain required training, mobility readiness and compliance to fulfill role responsibilities; typical travel expectation: 25–50% with variable increases during peak project phases.
