About The Position

Responsible for the implementation and management of the human resources division, including, but not limited to the areas of talent acquisition, employee and labor relations, compensation and benefits and organizational learning & development ensuring a strategy and vision for these services that support the Palomar Health Strategic Plan. Responsibilities include assessing, planning, implementing and evaluating all aspects of services delivered; insuring engagement, culture of safety, and a level of customer service that strives to exceed internal and external customer expectations; develops strong relationships with primary customers. Practices excellent employee relations and attention to employee needs. Develops and mentors a high performing management team for all areas of responsibility. Ensures financial viability by managing expenses with attention to supply cost utilization and a high level of productivity in cost centers under direct control. Build and nurture solid relationships with organization's leaders by demonstrating an understanding of business strategies and challenges and being able to identify where human resources strategies can be leveraged. Cultivates effective relationships within the organization to have influence and impact on the culture and employee engagement and drive a district-wide culture transformation. Provides expertise and advice to employee coaching, counseling and disciplinary processes as requested by executive team members; Assures that managers are trained in and kept informed of human resources policies and procedures, pertinent labor laws and practices and Union contract interpretation. Experience with HR transformation, including process improvement and implementing an innovative HR service delivery model. Speak and read English at a level that is sufficient to satisfactorily perform the essential functions of the position. Performs other duties as assigned. Follows Palomar Health rules, policies, procedures, applicable laws and standards. Carries out the mission, vision, and quality commitment of Palomar Health.

Requirements

  • Minimum Education: Bachelor's degree in human resources, organizational development, or related field required.
  • Minimum Experience: 8 - 10 years of progressive experience in human resources, ideally in a multi-site, complex, integrated health care system in a competitive marketplace and a minimum of 5 years in an HR management role.
  • Experience working in a union environment, preferred CA union experience.
  • Required License: Valid Driver's License

  • Preferred Education: Master's degree preferred
  • Preferred Certification: Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR) or Certified Health Care Recruiter (CHCR)
