About The Position

The VP, Housing Choice Voucher Program manages the daily operations of Participant related functions in the Housing Choice Operations department. This role provides technical and administrative leadership to its management and staff, including recruitment, training, and professional development of direct and indirect reports.

Requirements

  • Bachelor’s Degree in Business Administration, Real Estate, Public Policy, Social Work, or related field required
  • 7+ years’ experience in program administration
  • HCV Program Management Certification required
  • Ability to plan, coordinate, lead, supervise, and assess the work of subordinate staff, teams, and others
  • Demonstrated ability to solve complex problems and resolve conflict
  • Demonstrated skill in developing long and short-range plans, setting priorities and meeting work schedules
  • Effective presentation and facilitation skills
  • Excellent written and oral communication skills using tact and diplomacy extremely attentive to detail and accuracy and capable of creating and delivering persuasive business communications.

Responsibilities

  • Leading a team of Housing Services professionals in the administration and service delivery of various public housing assistance programs including the Housing Choice Voucher Program (HCVP), HUD Special Program vouchers), and HAVEN, provide guidance, daily supervision, performance management, training, and professional development for managers in the Housing Services group.
  • Leads the development and implementation of updated department policies, procedures, work processes, letters, forms, including revisions to the Atlanta Housing Statement of Corporate Policy, HAP Contracting, Housing Choice Operations Manual, and Participant Handbook; reviews and approves all forms, letters, and other documents used in standard operating procedures.
  • Ensures preparation of daily, weekly, and monthly management and operations reports for all assigned areas of responsibility; analyzes reports and develops metrics that monitor production levels and identify trends; delivers oral and written status reports to AHA senior management.
  • Provides direction for continuous process improvement; coordinates the development and implementation of new / enhanced processes and systems with key internal stakeholders; fosters the use of technology to create operational efficiencies.
  • Represents the Housing Services group to internal and external constituencies; attends meetings, conducts presentations, and represents the interests of the Housing Choice Voucher Program; responds to inquiries and requests for information.
  • Establish and nurtures partnerships with stakeholders to ensure that Housing Choice Voucher Program participants have access to family self-sufficiency training and support services; promotes the development of new training/support services to address the evolving needs of Housing Choice Voucher Program participants; conducts briefings for Participants; articulates the vision and coordinates the implementation and enhancement of web-based tools to serve Participants.
  • Participates in hiring process by conducting interviews and providing staff recommendations for hires, transitions, and terminations compensation recommendations; conducts and provides management decision-making in evaluating employee performance and makes recommendations for employee development and performance improvement.
  • Expedites issue resolution with various internal and/or external parties, and negotiates solutions and solves problems
  • Responsible for timely and accurate follow-up to complete tasks; opens, reviews, and acts upon all electronic and paper correspondence within established timelines; assures that all correspondence issued is correct and accurate.
  • Performs other related duties as assigned.
