About The Position

The Vice President for Campus Infrastructure & Development (VPCID) provides executive leadership and strategic oversight for the university's physical environment, built assets, and infrastructure systems. Reporting to the President or designee, the VPCID is responsible for ensuring that campus facilities, capital projects, information technology, transportation, and public safety functions are aligned with the institution's academic mission, strategic plan, and long-term sustainability goals. This position requires a senior leader with deep expertise in facilities management, construction and capital project delivery, and operational administration. The ideal candidate brings demonstrated experience managing large, complex physical plant environments — ideally within higher education, healthcare, or a comparably complex institutional setting — combined with proven ability to lead multidisciplinary teams and manage significant operating and capital budgets

Requirements

  • Bachelor's degree in Facilities Management, Construction Management, Engineering, Architecture, or a closely related field (required).
  • Minimum of ten (10) years of progressively responsible experience in facilities management, capital construction, or related physical plant operations, with at least five (5) years in a senior leadership role.
  • Must be able to lift 10 pounds.

Nice To Haves

  • Master's degree in a relevant field, Business Administration, or Public Administration strongly preferred.

Responsibilities

  • Provide strategic and operational leadership for all facilities management functions including preventive maintenance, building systems, grounds, custodial services, and utilities.
  • Serve as the institution's lead executive for capital construction projects from master planning and programming through design, bidding, construction, and commissioning.
  • Oversee the development and execution of multi-year capital improvement plans aligned with the institutional master plan and deferred maintenance priorities.
  • Direct the Facilities Condition Assessment (FCA) process and lead efforts to address deferred maintenance and improve the Facilities Condition Index (FCI) across the campus portfolio.
  • Manage relationships with architects, engineers, general contractors, construction managers, and specialty consultants.
  • Ensure compliance with local, state, and federal regulations governing building codes, ADA accessibility, fire safety, environmental standards, and occupational health.
  • Provide executive oversight for Campus Police, ensuring a safe, secure, and community-oriented campus environment consistent with institutional values.
  • Oversee transportation and parking services to support the needs of students, faculty, staff, and visitors.
  • Develop and implement a comprehensive division-wide strategic plan aligned with the university's institutional effectiveness framework.
  • Manage a significant annual operating and capital budget; ensure sound fiscal stewardship, budget forecasting, and compliance with institutional financial policies.
  • Lead a diverse professional workforce; recruit, develop, and retain high-performing staff across all departments within the division.
  • Support institutional accreditation and compliance requirements related to facilities, safety, and infrastructure.
