About The Position

Indiana University of Pennsylvania (IUP), a comprehensive doctoral institution-currently operating on a balanced budget without the use of reserves-and a member of the Pennsylvania State System of Higher Education, invites applications and nominations for the position of Vice President for Administration and Finance (VPAF). The VPAF reports directly to the President and serves on a highly collaborative President's Cabinet, providing leadership for human resources, fiscal affairs, facilities management, public safety, purchasing, and the advancement of public-private relationships while maintaining the financial stability of the University. The VPAF will be a forward-looking, highly collaborative, and team-oriented leader who can meet the challenges facing higher education with resourcefulness, energy, diplomacy, professionalism, and a sense of humor. The VPAF provides executive leadership and direction to senior division managers to ensure efficient operation of the Administration and Finance Division. The VPAF also provides leadership in the development, implementation, and continual evaluation of the University's long-range campus master plan, as well as develops capital funding requests, manages the campus deferred maintenance plan of approximately $4 million annually, and oversees multi-million-dollar real estate matters, including negotiations and transactions. Additionally, the VPAF provides oversight and allocation of nearly $217 million in unrestricted and auxiliary funds and $39 million in restricted funds. Other key responsibilities include developing long- and short-term administrative and fiscal strategies for all activities within the Administration and Finance Division for the main campus and a regional campus; ensuring effective and efficient operation of the University's physical plant, which includes the main campus's 360 acres and 55 buildings as well as a residential campus located in Punxsutawney (these two campuses include a student body of over 9,000 and faculty and staff employees totaling over 900); advising the Cabinet on issues related to facilities management, human resources, safety, security, and financial matters; and providing information, reports, and advice to the IUP Council of Trustees on capital projects, land acquisition, major purchase and service contracts, safety and security statistics, and human resource updates. The VPAF also provides leadership and oversight for the following areas: human resources (including labor contract administration and relations), facilities management (including major construction and deferred maintenance projects), fiscal affairs (including budgeting, accounting, and financial reporting), purchasing, campus safety and security, and a contracted convention center. This position also represents the University and serves as a liaison with legislators, local, state, and federal government officials, and other external stakeholders, and it supports the University programs to identify, cultivate, and solicit major individual donors as well as recruitment and retention of prospective students. IUP is a member of the Pennsylvania State System of Higher Education, and the Vice President works with colleague chief financial officers across the system and with staff from the Office of the Chancellor to help set and implement system operations and to further IUP's goals.

Requirements

  • Master's degree, preferably in finance or related field.
  • Accounting knowledge relative to budgets, cost savings measures, and alternative revenue streams.
  • Understanding of long-range planning and physical plant development.
  • Knowledge of the political functioning of a state system of higher education.
  • Senior-level administrative experience, particularly in higher education.
  • Understanding of leadership within a collective bargaining environment.
  • Strong experience with or understanding of leadership of accounting and finance.
