About The Position

Parsons is seeking a Vice President of Mission Engineering to join our High Consequence Missions (HCM) Growth Team. This senior leader provides mission-first technical insight, ensuring opportunities are qualified, matured, and won with operationally credible, differentiated solutions. The VP of Mission Engineering is the counterpart to the VP of Mission Engagement, accountable for defining and validating the mission problem, maturing solutions, and leading the technical execution required to win pursuits and sustain high customer satisfaction. Success is measured by contract wins, win rates, and exceptionally related proposal responses.

Requirements

  • 15+ years of mission and technical leadership experience within the DoD or Intelligence Community in roles including: Mission Engineering, Solution Architect and/or Capture Management Leadership experience
  • Mission Operations or Analytic Leadership with technical depth
  • Demonstrated success developing mission-aligned technical solutions that resulted in contract wins, including large, complex pursuits ($100M+).
  • Expertise in one or more domains: Cyber, Electronic Warfare, Sensor-to-Shooter, Intelligence Analysis, or Technical Exploitation.
  • Strong understanding of operational CONOPS, acquisition processes, and technology transition pathways.
  • Proven ability to develop mission-centric technical and management solutions that clearly articulate measurable benefits, including improved mission performance, reduced technical and programmatic risk, increased quality and delivery confidence, and reduced total cost of ownership through efficiency and reuse.
  • Ability to translate complex technical concepts into clear, compelling mission value for senior decision-makers.
  • Proven ability to integrate customer feedback into solutions that improve customer satisfaction and win probability.
  • Collaborative leader with a bias toward execution, quality, and results.
  • Bachelor’s degree in technical field required.
  • TS/SCI clearance required.
  • Travel: 10–20%
  • Security Clearance Requirement: An active Top Secret security clearance is required for this position.

Responsibilities

  • Support opportunity qualification and maturation, ensuring pursuits are mission-aligned, differentiated, and executable.
  • Define and validate the mission problem, ensuring the organization solves the right problem, grounded in real operational needs.
  • Ensure solutions reflect how the mission operates, including constraints, authorities, environments, and tradecraft.
  • Capture and document the current operational state of the mission, including existing tools, systems and technical architecture; people, roles and skills set involved in mission execution; processes, workflows, and tradecraft.
  • Validate current-state artifacts through direct customer engagement, site visits, mission immersion and exercise participation to ensure operational accuracy and credibility.
  • Coordinate participation in military and joint exercises, such as Project Convergence, Keen Edge, Valiant Shield, and Cyber Flag, ensuring exercise participation directly contributes to solution credibility, customer trust, and brand stickiness.
  • Capture operational feedback from exercises, demonstrations, and mission engagements to refine and strengthen solutions, inform IRAD and technology investment decisions, improve test and readiness maturity levels, and feed mission intelligence back into capture and shaping activities.
  • Develop the desired future state based on identified mission gaps, pain points and inefficiencies; customer hot buttons, mission priorities and objectives; evolving threats, operating environments, and technical constraints.
  • Package solution elements for reuse in customer engagements, demonstrations and proposal responses.
  • Partner closely with the VP of Mission Engagement to translate mission understanding into winning technical and management approaches.
  • Partner with the CTO, Technical Directors, Programs, and Solution Architects to design how mission needs are technically solved.
  • Develop strength-based solutions, driving blue/exceptional proposal evaluations.
  • Lead multiple strategic pursuits ($100M+) at various stages in the BD lifecycle per year.
  • Serve as a senior mission and technical authority in customer engagements, reinforcing confidence, satisfaction, and win credibility.
