This position serves as Director of Animal Health Programs/Livestock within the N.C. Department of Agriculture and Consumer Services' Veterinary Division. The Veterinary Division's mission focuses on providing animal disease programs designed to control, diagnose, and eradicate diseases in livestock and poultry, often in cooperative efforts with the United States Department of Agriculture. As Director, this role is responsible for administering and enforcing North Carolina General Statutes and rules related to animal disease control and eradication, including interpretation of these regulations. The Director exercises managerial and administrative control over all Animal Health Programs/Livestock activities, ensuring consistency with the mission and state regulations through performance review. Key responsibilities include initiating, developing, recommending, and implementing policies to fulfill program responsibilities as outlined in state and federal regulations. The position requires constant consideration of the welfare of North Carolina citizens, the livestock industry, and personnel to ensure efficient, safe, effective, and economical mission accomplishment. The Director plans and implements animal disease prevention, control, and eradication programs, establishes priorities, and manages resources for emergency situations, including employee selection, training, and physical location. This position directly supervises four field Veterinary Medical Officers and one Administrative Specialist II, and indirectly supervises eleven Animal Health Technician I positions and five Administrative Specialist I positions.
