About The Position

BASIC FUNCTION: Under direction of the Director of Veteran and Military Services and Programs, perform a variety of complex duties independently and provide specialized assistance to students in the Veterans Resource Center. Ensure compliance with District's educational policies, state matriculation guidelines, and federal veterans and Department of Defense (DoD) regulations; prepare and maintain records, reports, and statistical data related to the Veterans Resource Center education programs.REPRESENTATIVE DUTIES: Essential duties and responsibilities include the following. Other duties may be assigned. Ensure program compliance with federal, state, and district regulations related to veteran & DoD programs and support services. Prepare reports and correspondence (such as letters to students and families and reports regarding compliance issues), conveying reference information about the legal and administrative requirements of and education benefits available from the US Department of Veterans Affairs, the Department of Defense, and the California Department of Veterans Affairs. Identify students who do not meet minimum academic performance and progress standards, schedule academic counseling appointments for at-risk students. Receive, review, and process applications for G.I. Bill educational benefits through the VA for veterans and eligible dependents; ensure that applications are complete and accurate; certify under penalty of perjury that marriage and birth certificates submitted are true copies; establish eligibility of veterans and dependents according to established VA law. Review student veteran enrollment reports to evaluate courses for VA benefits eligibility as well as Student Education Plan (SEP) and program study requirements; review education plan for errors based on VA regulations and make corrections as needed. Post prerequisite course(s) in database with approval from the Director of Veterans and Military Services and Programs or Veterans Counselor. Evaluate military transcripts to determine eligibility for Credit for Prior Learning. Certify number of units, academic progress, course dates, educational goal, enrollment fees, tuition and student fees, and total number of units accumulated toward that goal with the Education Benefits division of the VA; certify any changes to units or enrollment fees, tuition, and student fees per VA guidelines. Notify students which courses are ineligible for VA education benefits. Process requisitions for VA Remittance Overpayments to facilitate the return of funds to the VA. Process Department of Defense Active-duty Tuition Assistance and MyCAA authorizations, monitor course enrollment, student account fees and process grades. Maintain current knowledge of complex rules, regulations, and procedures related to both state and federal VA benefits; attend conferences and training to remain in compliance with Section 305 of the Harry W. Colmery Veterans Educational Assistance Act of 2017. Complete annual VA School Certifying Official Training mandated by Section 305 of the Harry W. Colmery Veterans Educational Assistance Act of 2017. Communicate with District personnel, community organizations, government agencies and others to exchange information coordinate activities and resolve issues. Act as District's Certifying Official for VA documents. Provide technical guidance and specialized information to students regarding District policies, program requirements, regulations, and restrictions. Assist the Director of Veterans and Military Services and Programs or appropriate administrator with activities, events, and support services in collaboration with other Solano Community College departments and staff, as well as other educational institutions and outside organizations, the community, and state and federal governing agencies. Train and provide day-to-day direction to VA Work-Study student staff; assign and monitor work for completeness, accuracy, and conformance with federal, state, district, department and technical/legal/regulatory requirements; provide input to Director of Veteran & Military Services and Programs on employee work performance. Assist the Director of Veterans and Military Services and Programs with MIS reports and internal, federal, and state audits. Determine student residency status according to state and federal laws using VA or DoD Education Benefits guidelines and process California Nonresident Tuition Exemption under Isakson and Roe Veterans Health Care and Benefits Improvement Act of 2020, Colonel John M.McHugh Tuition Fairness for Survivors Act of 2021, Member of the U.S. Armed Forces (Cal. Ed. Code § 68075), Child or Spouse of a Member of the U.S. Armed Forces (Cal. Ed. Code § 68074), or Former Member of the U.S. Armed Forces: (Cal. Ed. Code § 68075.5) provisos.
