About The Position

The D405 Digital Technologies’ team is seeking five Value Stream Managers to lead our end-to-end process, information and data flow value streams, driving how data moves, integrates, and delivers value across the enterprise from concept design through sustainment. The five concentration areas are: Design Disclosures & Change; Supply Chain; Planning; Quality, Test & Certification; and Sustainment. This role is ideal for highly self-motivated, strategic thinkers who thrive in complex environments, can connect the dots between business goals and technical delivery, and can lead through ambiguity with confidence and clarity. You’ll partner with key stakeholders in the functional areas, IT architects, digital enterprise and submarine program offices to define, prioritize and optimize the flow of data and information assets – ensuring our organization makes smarter, faster and more integrated data-based decisions. This role is critical to enabling scalable digital transformation and efficient end to end processes, by ensuring that data flows seamlessly across the enterprise—reducing friction, improving quality, and accelerating innovation. Each Value Stream Managers will oversee a team of people, to accomplish the following primary responsibilities:

Requirements

  • Bachelor’s degree in Engineering, Information Systems, Computer Science and 8+ years of experience in manufacturing, engineering, engineering systems, digital transformation, or enterprise IT; or 12+ years of equivalent experience in manufacturing, engineering, engineering systems, digital transformation, or enterprise IT
  • 4+ years of supervisory experience
  • Strong understanding of product lifecycle processes and data flows
  • Proven ability to lead cross-functional initiatives without direct authority
  • Strong technical acumen with an understanding of modern data platforms, pipelines and cloud ecosystems
  • Ability to obtain and maintain a security clearance through the Department of Defense

Nice To Haves

  • Experience working with CAD and PLM tools in aerospace, defense, automotive, industrial manufacturing, or regulated environments
  • Experience with Microsoft Office Suite
  • Familiarity with model-based systems engineering (MBSE) or digital twin concepts
  • Proven ability to navigate uncertainty – able to make sound decisions and adapt quickly as priorities evolve
  • Self-starter with a strategic mindset and a focus on delivering business value
  • Experience with data integration technologies, APIs, or middleware platforms
  • Background in organizational change management or large-scale technology adoption
  • Experience working with Electric Boat end to end processes from concept design through ship maintenance
  • Knowledge of EB Construction Practices and Operations

Responsibilities

  • Digital Thread Strategy & Architecture
  • Develop and maintain the digital thread vision, roadmap, and operating model aligned to business and operational goals
  • Establish end-to-end data flows
  • Define standards for data integrity, interoperability, and traceability across systems
  • Identify gaps, redundancies, and manual handoffs in current-state processes and systems
  • Cross-Functional Leadership
  • Serve as the primary integrator between key stakeholders in functional areas, IT architects, technology teams and submarine program offices
  • Translate business and operational needs into digital thread requirements and priorities
  • Facilitate governance forums to align stakeholders on scope, sequencing, and tradeoffs
  • Act as a change agent to drive alignment, adoption, and accountability with key stakeholders and other value stream managers
  • Program & Delivery Management
  • Lead digital initiatives from concept through implementation and sustainment
  • Partner with IT and system owners to manage configuration, integrations, and deployments
  • Ensure cybersecurity, data integrity, and regulatory requirements are addressed
  • Manage external customer expectations through NAVSEA Touchpoints
  • Adoption, Change & Enablement
  • Define adoption metrics and success criteria for digital thread capabilities
  • Develop training, communication, and enablement plans to drive effective use of tools and data
  • Work with functional leaders to embed digital processes into daily operations
  • Monitor usage, performance, and feedback to continuously improve outcomes
  • Data, Analytics & Continuous Improvement
  • Enable actionable insights by ensuring accurate, timely, and connected data across the lifecycle
  • Support advanced analytics, model-based engineering, and digital twin initiatives
  • Track KPIs related to cycle time, quality, rework, cost, and decision latency
  • Identify opportunities for automation and process simplification
