About The Position

The Cook County Board of Review (CCBOR) is a quasi-judicial agency that reviews and hears property tax appeals. The Valuation Officer (VO) serves in a managerial capacity, making complex analytical decisions to ensure the fair and uniform assessment of appealed properties in Cook County, applying appropriate rules, regulations, policies, and other guidelines. This position must have the ability to discuss, explain, and support CCBOR’s determinations on various appeals and has discretionary authority to make valuation determinations and binding recommendations on behalf of the Commissioner represented. The VO represents the Commissioner in hearings and will collaborate with the First Assistant Commissioner and the commercial team in planning and developing methodologies for review scheduling in a uniform and timely manner to meet assessment deadlines. Requirements

  • Bachelor’s degree in accounting, finance, or a related field and at least three (3) years of experience in property taxation, assessments, real estate valuation, or a closely related field. A Master’s degree or Juris Doctor may substitute for one year of required experience.
  • Knowledge of CCBOR operations, property tax systems, assessment cycles, valuation standards, practices, and the three approaches to value, or the ability to quickly gain such knowledge.
  • Ability to meet CCBOR and departmental deadlines and production goals, effectively utilizing time with limited oversight.
  • Strong communication skills (oral and written) and excellent interpersonal skills. Proficiency in MS Office and familiarity with CCBOR systems, databases, and CoStar.

Nice To Haves

  • Master’s degree or Juris Doctor from an accredited college or university.
  • Licensed to practice in Illinois.
  • Four (4) + years of full-time paid work experience with assessments, real estate tax appeals, or in the appraisal industry.
  • Bilingual proficiency in Spanish, Polish, or Mandarin.

Responsibilities

  • Exercise independent judgment in evaluating complex valuation issues, including precedent-setting and high-impact appeals.
  • Research and use information submitted on behalf of the taxpayer and data collected from CoStar, other data platforms, CCBOR systems and databases, and other technology to make valuation and assessment decisions.
  • Review complex appraisals and other documentary evidence submitted by taxpayers or attorneys.
  • Ensure that commercial property is fairly and uniformly assessed by interpreting and applying CCBOR policies, valuation standards, and assessment methodologies in a quasi-judicial capacity.
  • Prepare and present documentary evidence before the Illinois Property Tax Appeals Board (PTAB) as a representative of the Commissioner, when defending CCBOR valuation determinations on appeal.
  • Participate in commercial hearings and PTAB hearings, acting on behalf of the Commissioner and the agency.
  • Review and adjudicate Certificates of Error.
  • Work at the direction of the First Assistant Commissioner to process files and assist in planning, prioritizing, and developing review methodologies to ensure the Department meets its designated assessment cycle.
  • Provide technical guidance and direction on complex valuation issues to commercial analysts.
  • Ensure consistency and uniform application of valuation methodologies across appealed properties.
  • Handle matters requiring discretion, judgment, and confidentiality related to valuation determinations and appeal strategy.
  • Work extended hours and overtime, as needed.
