About The Position

The Utility Specialist position at Hetch Hetchy Water & Power (HHWP) involves overseeing multiple Renewal and Replacement (R&R) projects approved in the HHWP 10-year Capital Improvement Plan (CIP). The role includes planning, developing, constructing, and commissioning multidisciplinary capital improvement projects. The position is temporary exempt and will not exceed 36 months, located in Moccasin or Oakdale, CA, approximately 140 miles east of San Francisco. The annual salary ranges from $122,304 to $180,830.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university in a relevant field.
  • Four years of verifiable journey-level work experience in planning, scheduling, cost estimating, and resource projecting for mid to large scale projects.
  • Experience in water supply/infrastructure management, power operations planning, or utility market analysis.

Nice To Haves

  • Experience in Construction or a related field.
  • B.S. in Electrical Engineering or similar degree for Transmission Planning Specialist.
  • 2-3 years of experience with WECC/NERC compliance or knowledge of hydropower assets.

Responsibilities

  • Plan, develop, construct, and commission multidisciplinary capital improvement projects.
  • Develop, maintain, and forecast monthly and multi-year job cost plans and Critical Path Method (CPM) schedules.
  • Facilitate job scope development and prepare business justifications for fiscal appropriations.
  • Prepare Project Management Plans and manage professional service and construction task orders.
  • Prepare weekly and monthly job status reports and oversee construction and commissioning quality assurance.
  • Document completed projects through closeout processes.
  • Monitor operations to ensure compliance with policy directives, laws, regulations, and contractual constraints.
  • Develop analytical and predictive models and conduct technical and economic feasibility evaluations.
  • Negotiate large seasonal and yearly contracts and establish rate policies.
  • Identify operational constraints and recommend policies to improve operations.
  • Develop training programs and train personnel on policies and compliance issues.
  • Write various documents including reports, work plans, and operating procedures.
  • Develop and maintain database systems for hydrologic, water supply, and power operations data.
  • Supervise Utility Analysts and other technical personnel.
