About The Position

The City of Kennewick is seeking a qualified individual for the management and oversight of consultant design services related to water, sewer, and drainage facilities. This role includes all construction inspections and contract administration activities directly associated with water and sewer infrastructure improvements for the Water & Sewer Services Division of the Public Works Department. The successful candidate will coordinate with Operations and Maintenance staff to develop and implement the Capital Improvement Plan, making necessary revisions as priorities change. Additionally, the position may involve day-to-day management of maintenance and operations work groups in the absence of the Utility Services Manager. This is a single position classification, not part of a series.

Requirements

  • Bachelor's Degree in civil engineering or a closely related field.
  • Minimum of three years of experience administering municipal engineering projects.
  • At least one year of supervisory experience.
  • Engineer-in-Training (EIT) certification required.
  • Professional Engineer (PE) license preferred.
  • Must pass a criminal background investigation.
  • Must maintain regular attendance and punctuality.
  • Must maintain a level of mental and physical fitness required to perform essential functions.

Responsibilities

  • Directs, supervises and manages the activities of the design and construction of water, sewer and drainage infrastructure for the Public Works Department.
  • Establishes and maintains cooperative working relationships with consulting engineers, designers, contractors, and various governmental agencies.
  • Manages and oversees consultant design services for water, sewer and drainage facilities, including design, survey and right-of-way activities.
  • Develops and monitors goals and objectives for the design and construction of water, sewer and drainage infrastructure.
  • Develops cost estimates for Department projects and funding applications.
  • Reviews work of subordinates and consultants to ensure compliance with engineering practices and regulations.
  • Approves and stamps design documents and specifications.
  • Represents the Public Works Department before citizens and governmental agencies.
  • Addresses public concerns and complaints, analyzing solutions and recommending corrective actions.
  • Develops proposals and oversees the selection and administration of consulting engineering agreements.
  • Assists in preparing updates for various plans including the Water/Sewer Capital Improvement Plan.
  • Monitors the Utility Services Division Capital Improvement budget.
  • Coordinates activities with other City departments.
  • Prepares reports and presentations for the Department and City Council.
  • Supervises development of City engineering standards and specifications.
  • Acts as a mentor and technical resource for subordinate supervisors and staff.
  • Conducts performance evaluations and administers discipline.
  • Oversees maintenance of office records and construction project documents.
