About The Position

The Utility Senior Project Manager is based in the Construction, Survey, and Utility Division of General Services. This position is responsible for managing the communications and workflow for utility relocations and new installations from planning to construction for various city capital infrastructure projects. This role will also be responsible for post-implementation review of utilities installed. The Utility Sr. Project Manager will assist with managing project utility conflicts to ensure consistent methods and practices across city capital projects. The Utility Sr. Project Manager ensures the utility coordination team is properly trained and supported to complete assignments efficiently, consistently, and to a high level of quality while complying with applicable City and industry standards.

Requirements

  • Ability to read and review civil site plans, utility plans, landscape plans, and traffic control plans.
  • Proficiency in MS Word, Excel, Outlook, and PowerPoint.
  • Requires valid driver’s license
  • Bachelor’s level degree in civil engineering, Civil Engineering Technology, Construction Management or related field.
  • A minimum of seven (7) years overall relevant construction experience with a minimum of five (5) years direct public or private work experience in roadway construction.
  • Experience with City, NCDOT and utility industry standards.
  • Working knowledge of project schedules.

Responsibilities

  • Assist with the development of projects from conceptual planning to coordination of project development through design and construction as relates to utility relocations
  • Interact with internal and external project stakeholders.
  • Provide guidance, and information to consultants, contractors, engineers, other City staff, and the public regarding utility construction practices.
  • Serve as a liaison across the business and project management teams to ensure the effective communication, alignment and fulfillment of utility relocation needs.
  • Primary liaison between private utility companies and the CSU Division.
  • Be able to multi-task and be detailed oriented.
  • Performs routine reports and summaries for utility coordination/relocation status and performs complex technical and administrative assignments, including assuring quality control, manage and tracking cost, ensuring safety practices are in place, and maintain good working relationships with internal/external stakeholders.
  • Represent the division at meetings as needed.
  • Evaluate and recommend resolution to constructability issues as related to utility relocations and construction.
  • Conduct plan reviews with primary focus on utility impacts and constructability.
  • Manage project utility cost for the Duke-City agreement.
  • Work closely with the Program Manager(s) and Project Manager(s) to develop that a reasonable utility schedule is set and to ensure that the utility work performed is installed per plans and specifications.
  • Maintain a project risk register for utilities and ensure that actions are taken to reduce project risks.
  • Performs advanced professional and technical work in managing the daily operations of utility companies on city capital projects.
  • Identifies and manages project needs and critical paths related to utility relocations
  • Communicates project status, issues, and risks to stakeholders
  • Facilitate monthly meetings with private utilities to address delays, plan revisions, etc.
  • Develop, review, and update resource and project schedules on a regular basis as assigned (weekly).
  • Generate and maintain a deliverable tracker for each project.
