About The Position

The Traffic Operations Utility Maintenance Worker I/II performs a variety of semi-skilled and skilled tasks in support of the City's traffic operations teams, including Signs & Markings, Street Lighting, and Traffic Signals. Employees in this position are responsible for the installation, maintenance, and repair of traffic control devices, pavement markings, and lighting systems in accordance with federal, state, and local regulations. Utility Maintenance Worker I is the entry-level class. Employees work under immediate supervision while learning job tasks, progressing to general supervision as procedures are learned. Utility Maintenance Worker II is the journey-level class. Employees perform the full range of duties independently and may serve as a lead on projects, receiving only occasional instruction as unique situations arise.

Requirements

  • Knowledge of construction tools, traffic control equipment, and general safety practices.
  • Ability to perform heavy manual labor and semi-skilled tasks in utility construction and maintenance.
  • Ability to identify and troubleshoot equipment issues, interpret work orders, and complete documentation.
  • Strong communication, time management, and organizational skills.
  • Ability to work at heights using aerial lifts and manlifts.
  • Comfortable driving and operating large trucks and construction equipment.
  • Willingness to be on-call outside regular work hours, including evenings and weekends.
  • High school diploma or equivalent.
  • One (1) year of experience in field construction and/or maintenance work, experience in the traffic operations field is highly desirable.
  • Valid California Driver's License.
  • Must currently hold, or be able to obtain within the first year of the probationary period, the following certifications: IMSA Traffic Signals Level 1 - Street Lighting and Traffic Signal Crews IMSA Signs And Markings Level 1 - Signs & Markings Crew IMSA Roadway Lighting - Street Lighting and Traffic Signal Crews Metrolink Safety Certification Class A Commercial Driver's License. Temporary Traffic Control/Work Zone Safety Certification.
  • Meets all qualifications for Utility Maintenance Worker I.
  • Two (2) years of increasingly responsible experience performing field maintenance similar to a Traffic Operations Utility Maintenance Worker I.
  • Possession of: IMSA Signs And Markings Level 2 - Signs & Markings Crew IMSA Traffic Signals Level 2 - Street Lighting and Traffic Signal Crews

Responsibilities

  • Install, maintain, and remove traffic signs, pavement markings, and related devices.
  • Operate computer-based sign printing equipment to design and produce signs.
  • Lay out striping patterns and apply pavement markings (crosswalks, parking zones, roadway edge lines, safety zones, etc.) using striping trucks and other equipment.
  • Plan layouts and freehand lettering on signs, vehicles, and roadway markings as required.
  • Remove unauthorized signs and graffiti while ensuring public safety.
  • Respond to reported lighting outages and failures within required timelines.
  • Troubleshoot and repair lighting fixtures, wiring, photocells, fuses, and related components.
  • Maintain City-owned lighting in public spaces, including parking lots and facilities.
  • Retrofit and upgrade fixtures to LEDs as needed.
  • Conduct daytime and nighttime inspections to identify malfunctioning lights and document repairs.
  • Coordinate with Southern California Edison.
  • Troubleshoot LS3 lighting systems.
  • Troubleshoot and repair electrical outlets and components on the BLVD.
  • Install, repair, and maintain traffic signals and related communication systems within the public right-of-way.
  • Replace signal indications, pedestrian push buttons, visors, backing plates, and reflectorized street name signs.
  • Troubleshoot electrical and communication systems, including fiber optics, vehicle detection, and video equipment.
  • Inspect, clean, and align traffic signals, cabinets, and hardware as part of preventive maintenance.
  • Test and maintain battery backup systems, including battery replacement at required intervals.
  • Assist technicians with signal cabinet and pole replacement.
  • Set up traffic control for work sites, including cones, signs, and barricades, direct traffic around work zones.
  • Excavate pavement, concrete, and soil; backfill and finish surfaces after repair work.
  • Operate specialized vehicles and construction equipment, including aerial lifts, backhoes, loaders, compressors, and trenching machines.
  • Transport tools and equipment to job sites; perform routine preventive maintenance on assigned vehicles and tools.
  • Maintain accurate records of work performed, materials used, and safety compliance (including confined space entry).
  • Ensure compliance with MUTCD standards, OSHA requirements, and other applicable safety regulations.
  • Perform related duties such as grounds maintenance, snow removal, and other assignments as required.
  • Build and maintain positive working relationships with co-workers, other City staff, and the public using principles of good customer service.
  • Work is performed outdoors in varying weather conditions, with exposure to heat, cold, noise, and potentially hazardous materials.
  • Availability for standby shifts and emergency response.
