About The Position

The City of Greeley is seeking a Utility Locator Supervisor to join the Transmission and Distribution team in the Water and Sewer Department. This supervisor role will report directly to the T&D Maintenance Team Manager. The Utility Locator Supervisor will be responsible for supervising the locates for all Water and Sewer facilities throughout the City of Greeley. The Utility Locators are responsible for protecting the City's assets from damage during excavations, utility pot-holing, and directional boring projects. The Utility Locator Supervisor is the main point of contact and is responsible for providing information to City employees, contractors, other utility companies, and homeowners regarding City of Greeley policies, procedures, and underground construction standards.

Requirements

  • Specialized technical training beyond a high school diploma or equivalent.
  • One (1) year or more of experience working with infrastructure in locating, maintaining, and inspecting utilities of Water & Sewer facilities.
  • Must possess Colorado State Water Distribution 1 certification for interview or immediate hire.
  • Must be willing and able to obtain Colorado State Wastewater Collections 1 within one (1) year of hire.
  • One (1) year or more of experience working with City Works or similar work order-based system.
  • Demonstrated experience using GIS and GPS mapping and the ability to identify Water & Sewer lines that are not in the mapping system.
  • Must be available and committed to participating in on-call schedule on a rotational basis, which may include weekends and holidays.
  • Must be able to respond to after-hours emergency situations within 45 minutes.
  • OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job, AND Possession of a valid driver’s license.

Nice To Haves

  • One to three (1-3) years of previous team lead or supervisory experience preferred.
  • Current Class A CDL or the willingness to obtain within two (2) years of hire.
  • Must have the ability to obtain Colorado State Water Distribution 3 certification within two (2) years of hire.
  • Must have the ability to obtain Wastewater Collections 2 certification within three (2) years of hire.
  • Detailed knowledge of City of Greeley Water & Sewer infrastructure.
  • Familiarity with fiber locating devices and portable camera.
  • Experience or understanding of Water & Sewer repair and installation.
  • Traffic Control and Flagger certification.

Responsibilities

  • Verifies as-built documents with Asset Management.
  • Coordinates utility locating activities with internal and external stakeholders.
  • Resolves discrepancies with conforming to construction standards.
  • Serves as the main point of contact for CO 811 and 811 legal responsibilities and requirements.
  • Serves as the main point of contact for reporting software to 811.
  • Completes City Works tasks as appropriate and delegates tasks as needed.
  • Hooks up electronic locating equipment to Water & Sewer lines.
  • Traces and marks service lines for contractors, citizens, and other City departments to protect City assets from damage.
  • Meets with contractors when potholing for utilities to locate them safely.
  • Serves as stand-by during bore crossings to verify clearances.
  • Observes the crossing of City utilities during construction projects.
  • Documents work performed.
  • Organizes and delegates assignments to team members.
  • Hires, trains, motivates, and coaches employees.
  • Evaluates employee performance and sets goals.
  • Holds employees accountable for assigned tasks and goals.
