The City of Hayward is seeking a highly motivated Utility Leader - Water to join its field services team. This full journey-level classification is distinguished from the Utility Worker classification by the additional years of experience required, certification requirements, and the more complex assignments involved. The Utility Leader will typically oversee a crew consisting of an operator and two to five utility workers or laborers, focusing on the installation and repair of water mains, piping, and related appurtenances. The ideal candidate will possess strong oral and written communication skills, be adept in basic mathematics involving pressures, velocities, geometry, weights, and volumes, and have a solid background in underground construction, including trenching, plumbing, utility locating, rigging, and traffic control, along with the associated safety practices. In this role, the Utility Leader will be responsible for making reasonable and accountable decisions, demonstrating strong ethics and customer service skills, and instilling these values in their crew. The position requires the ability to perform wet taps on pipes up to twelve inches in diameter and proficiency in operating heavy equipment. The Utility Leader will also be expected to work independently or in a lead capacity, guiding a crew in various maintenance operations, including the maintenance of water supply and distribution lines, operating valves, flushing mains, and regulating water flow as directed. The role involves ensuring that maintenance and repairs are completed promptly to minimize disruption to customers, marking and notifying Underground Service Alert (USA) for utility locations, and conducting initial investigations into complaints related to water leaks, pressure issues, and other service disruptions. The Utility Leader will also be responsible for inspecting, cleaning, disinfecting, and flushing water lines, performing leak detection and repairs, and operating various automotive construction equipment while training crew members in their use. This position requires a high school diploma or GED and a D2 distribution certification, along with a Class B California Driver's License with a tanker endorsement. The Utility Leader will be expected to maintain accurate records of work performed, communicate effectively with the public, and respond to emergencies related to the water distribution system.
