About The Position

Under the management of the Utility Planning and Engineering division, perform engineering functions in the Utility Department which currently has a five-year CIP exceeding $500 million. The purpose of the position is to perform engineering work to plan, coordinate and implement development and construction projects with the objective to advance to the Professional Engineering level if not yet licensed. Employees in this classification perform at a professional level, and are accountable for reviewing the planning, development and management of projects to ensure compliance with all applicable City/State/federal codes and regulations, and according to all acceptable engineering practices. Position is also responsible for review of construction Engineering inspections and final approval of development plans and construction. Employee works with a high degree of independence and initiative yet is expected to confer with the Utility Project Engineering & Construction Manager along with the Development Manager, Assistant Directors, and Director on matters involving unusual development or planning problems, be proficient in project delivery processes, and be effective in collaborating with Utility Operations.

Requirements

  • Bachelor's degree in civil, environmental, mechanical engineering or related field required.
  • Minimum of two (2) post-graduation years of related engineering work experience, preferably five (5) or more years engineering work experience with exposure to water/wastewater utilities design or construction of delivery and collection systems.
  • Engineering-In-Training Certification is required.
  • Professional Engineering License is preferred.
  • Must possess and maintain a valid Florida Driver's License.

Responsibilities

  • Organize, perform, and document development review work to maintain timely and complete review.
  • Train and coordinate with engineering and technical review staff.
  • Review and evaluate proposed engineering projects, programs and construction plans to ensure compliance with all applicable City/State/federal codes and regulations.
  • Review and evaluate modifications and revisions to construction plans.
  • Review and submit recommendations on City planning and development issues.
  • Perform highly complex engineering and review work of the City's development projects; oversee design and construction operations and projects.
  • Develop, administer and ensure policies, rules and regulations of development for all existing, proposed improvements and new construction are implemented.
  • Perform field work, surveys and site inspections; direct and review engineering work in the construction, maintenance and repair of municipal infrastructure.
  • Research, prepare reports, draft specifications, present recommendations and review special construction and improvement projects and Capital Improvement Programs.
  • Participate in a variety of preconstruction conferences and special review boards and committees.
  • Maintain active communication with contractors, engineers, surveyors, government agencies and the general public for any engineering, surveying or construction issues.
  • Advise Utilities Management on planning policies; provide information and interpretation of codes and regulations regarding development issues.
  • Consult with Utility Project Engineering & Construction Manager, Utility Development Manager, and Operation Managers, staff and consultants to review technical reports, resolve problems, and provide recommendations.
  • Communicate with Utility Managers, Assistant Directors and Utility Director, employees, other divisions, other departments, contractors, consultants, vendors, suppliers, the public, outside agencies, and other individuals as needed to coordinate work activities.
  • Provide technical information and interpretation to the general public, developers, permitting agencies, consultants, contractors and other City staff.
  • Assist management with various administrative duties; attend various management meetings for dissemination of information.
  • Perform related duties as directed.

Benefits

  • Expected starting salary to be $75,000 to $125,000 depending upon qualifications and experience.
