About the position

The Utility Coordinator will be the boots on the ground for the District 7 Utility Office covering Fulton, DeKalb, Cobb, Clayton, and Rockdale counties. You must have strong knowledge of GDOT policies and procedures, as you will be making decisions in the field when conflicts arise with utilities. Extensive experience in the construction inspection field is imperative to your success in this role. You will work with Construction Project Managers, Utility Coordinators, Engineers, and Technicians, to perform utility construction inspection of ongoing GDOT projects in District 3. This position will be based in the District 3 office in the Central Georgia region. Attend project preconstruction, Worksite Utility Coordination, and project meetings with the roadway contractor, GDOT construction team, utility coordinators, and designers, as needed, and provide input and recommendations relative to utilities. Observe, inspect, and document the utility work, whether performed by the Department's contractor or by the utility company, or the utility company's contractor to determine the progress and quality of work, identify discrepancies, report significant discrepancies, and direct the contractor, utility owner, or utility contractor to correct such observed discrepancies. Provide a weekly report to the aforementioned information to the D3 Utility Office, also including utility start/completion dates of their relocation work, completion of rate percentages based on utility adjustment schedules, and if needed, provide pictures and/or video to document findings. Track actual utility relocation time within GDOT comparative schedule tool. Candidate must be proficient in Excel. Prepare meeting minutes, reports and other documentation, and project utility timelines to support GDOT escalation process related to utility delays on construction, as needed to support utility construction inspection. Under the review and direction of the assigned DOT's PM, perform field inspection and oversight of utility construction activities. Maintain daily reports of inspection work along with detail records of project progress, including preparation and delivery of utility 'as-built' plans. Able to read and interpret roadway plans, specifications, progress schedule charts, and applicable standards, especially related to utilities, on GDOT Transportation projects. Review Contract documents to verify compliance with governmental regulations and conformance with project requirements. Assist with coordinating materials sampling and testing and verifying sufficient testing has been performed. Verify accuracy of payment requests and invoicing for completed work. Assist in preparing for and conducting utility construction progress meetings. Perform other tasks as assigned to help accomplish the Company/GDOT's strategic goals.

Requirements

  • 10+ years' experience working in the utilities and construction inspection field on Transportation projects.
  • Understanding of construction manuals, standards, and specifications associated with GDOT projects.
  • Thorough knowledge of GDOT specifications and standards.
  • Ability to perform standard mathematical calculations.
  • Willingness to work day or night shifts and/or flexible schedules as required.
  • Ability to travel to projects for meetings.
  • Proficiency in Excel.

Nice-to-haves

  • Familiarity with ProjectWise Deliverable Management, AASHTOWare, and Site Manager Software.
  • Field testing certifications through GDOT and/or ACI.
  • Experience with Primavera and other scheduling software.
  • Experience with MicroStation and/or Open Roads Designer software.
